City of Gem Lake City Council Meeting Minutes
Tuesday, July 21, 2015, 7:00 p.m.
Heritage Hall, 4200 Otter Lake Road, Gem Lake
Mayor Uzpen called the meeting to order at 7:02 p.m. Councilmembers Artig-Swomley, Bosak,
Kuny and Lindner were present. Others in attendance: City Engineer Justin Gese, City
Attorney Patrick Kelly, City Finance Director Tom Kelly, members of the community and
business district, Sally Ackerman, SGS Holdings; Giogi Gochitashvili, SGS Holdings; Jim
Johanning, Peter and Deb Oswald and Shawn Pehrson.
July 21, 2015, Agenda
Resolution 2015-12 and the public hearing was removed from the Agenda. A motion was made
by Councilmember Lindner, seconded by Councilmember Artig-Swomley to approve the
modified agenda. Motion passed.
City Council Meeting Minutes,
A motion was made by Councilmember Artig-Swomley, seconded by Councilmember Linder to
accept the minutes from the June 16, 2015, City Council meeting minutes. Motion passed.
Committee Report
None
Old Business
Newsletter – Update on the water project, seal coating, new resident at Hillary Farm, recycling
report.
New Business
Justin Gese of S.E.H. presented a brief summary of the modified feasibility report. A motion
was made by Councilmember Lindner, seconded by Councilmember Artig-Swomley to accept
the modified feasibility report and order S.E.H. to hold an improvement hearing on August 13,
2015. Motion passed.
Claims for July, 2015
A motion was made by Councilmember Artig-Swomley, seconded by Councilmember Bosak to
accept the claims for July, 2015. Motion passed.

Presentations from the Public
Shawn Pehrson, 4140 Otter Lake Road, failed septic system, addressed the city council with
questions about hooking up the Scheuneman Road sewer. Discussion took place, council
advised Mr. Pehrson to consult with his neighbors in regard to petition the city for city sewer
for Otter Lake Road.
Sally Ackerman, and Giogi Gochitashvilit, SGS Holdings, clarification on non-conforming
use/interim use and their business licenses for 1581 County Road E.
James Johanning, 3880 Scheuneman Road, hook up to city sewer by December 31, 2015.
Discussion ensued regarding Mr. Johanning purchase of his property in November, 2013, and
his not being aware that he had to connect to the city sewer by December 31, 2015. Mr.
Johanning wishes to request an extension but no time frame was discussed. Council advised
Mr. Johanning based on these unique circumstances to come back to the City Council before
December 31, 2015, with more information on costs/extension time frame.
Open Items for the Councilmembers
A brief discussion took place about a deer bow hunt scheduled for this fall, more discussion will
take place at the August 18th, City Council meeting.
Adjournment
Being there no other business a motion was made by Councilmember Lindner, seconded by
Councilmember Bosak to close the meeting at 8:29 p.m. Motion passed.
