City Council Meeting – Tuesday, September 15, 2015
Meeting Minutes
Acting Mayor Artig-Swomley called the meeting to order at 7:01 p.m. Councilmembers Bosak, Kuny and
Lindner were present. Mayor Uzpen was excused. Others in attendance: City Engineer, Justin Gese;
City Attorney Patrick Kelly, Gem Lake Planning Commissioner, Beth Herzog, Ramsey County Sheriff Matt
Bostrom, Ramsey County Regional Rail Authority representative, Andy Gitzlaff, residents/members of
the community; Raleigh Birkebak, Tim Heil, Rick Kohler, Isaac Nelson, Joshua Patrick, Tony Scornavacco,
Cindy Scruggs, and Amber Hom, Heather Landserdee, representing Sanibel Dance Company.
September 15, 2015, Agenda
A motion was made by Councilmember Jim Lindner, seconded by Councilmember Bosak to adjust the
agenda as follows, move Sheriff Bostrom to before the Committee Reports and noted that no public
hearing with regard to the installation of city water in the Hoffman/Scheuneman Road business district
would take place during the meeting. Motion passed.
Minutes
A motion was made by Councilmember Artig-Swomley, seconded by Councilmember Lindner to approve
the minutes for the Special City Council meeting on August 13, 2015. Motion passed. Councilmember
Lindner made a motion, seconded by Councilmember Bosak to approve the minutes for the August 18,
2015, City Council meeting, motion passed.
New Business
Sheriff Matt Bostrom updated the council on accomplishments within the Sheriff’s Department.
Highlights were: Second Coffee with a Cop, incorporated to build community support, next meeting –
October 7, 2:00 – 4:00, Caribou Coffee on 694/Rice Street; turn in prescription drug program, two
community drug forums, advancements at the Detention Center; emailing to inmates, “Skype” like
communication with inmates and an automated answering phone system, Fright Farm, 501c fund raiser
that will take place at the Ramsey County Fair Grounds starting next month.
Justin Gese, S.E.H. gave a brief update on the water project. No changes since the last meeting.
Councilmember Lindner made a motion, seconded by Councilmember Bosak to authorize Resolution
2015-15, to approve the Hoffman/Scheuneman Road water plan with specifications and authorize
advertisement for bids. Voice vote, all yea, motion passed.
Andy Gitzlaff, representing Ramsey County Regional Rail updated the Council on the Rush Line process.
The project is in the predevelopment stage. Focusing on downtown St. Paul to Forest Lake. Community
meetings will take September 22, 29 and 30th. More information is available at rushline.org
Councilmember Lindner made a motion to accept the Transit Study/Tier 2 documents, Councilmember
Bosak seconded. Motion passed.

Committee Report – Planning Commission
Beth Herzog, representing the Planning Commission presenting the findings of the Planning Commission
meeting on September 1, 2015, with regard to Sanibel Dance. The commission’s recommendation was
that the dance portion of the business fit as a recreational activity as part of the ordinance and
recommended that Sanibel Dance was considered a permitted use and not an interim use.
Old Business
Newsletter ideas –Sheriff Bostrom update, Rush Line update, water project, fall cleanup, snow plowing,
tree trimming. Councilmember Lindner will be adding an article, subject matter to be determined.
Sanibel Dance Studio – approve Interim Use Permit
Councilmember Lindner made a motion, seconded by Councilmember Bosak upon recommendation of
the Planning Commission, to return the Interim Use Permit application and funds to Sanibel Dance
Studio and recognize Sanibel Dance Studio as a permitted business use and application made as such.
Motion passed.
Water Contract with White Bear Lake
Attorney Kelly stated that there is a basic agreement but charges are still being worked on.
Councilmember Bosak made a motion, seconded by Councilmember Lindner to table the water contract
discussion till the next meeting. Motion passed.
Deer Permit Application(s)
7 Daniels Farm Road – Anthony Scornavacco
After a brief discussion with clarification of deer stands, shooting ranges, properties boundaries
explained to hunters and number of hunters, Councilmember Lindner made a motion, seconded by
Councilmember Bosak to approve the permit with the following conditions in addition to the additional
requirements set forth in the application permit;
1. All shots are within thirty yards;
2. Field dressing would be totally clean, no animal by-products will be left on the ground/in the
area; deer would be removed via a two wheel cart;
3. All Bow hunters education certificates would be emailed or dropped off to the City offices by
3:00 p.m., Friday, September 18th;
4. Mr. Scornavacco would update the Council via email as to the status of hunt proceeds for the
October 20th, City Council meeting.
5. Neighbors would be kept abreast via email/verbal communication with hunting information.
Motion passed. Permit approved.

3775 Big Fox Road – Raleigh Birkebak/3880 Big Fox Road – Tim and Sherren Heil
After a brief discussion, with clarification as to the Kunin’s signature, Councilmember Bosak made a
motion, seconded by Councilmember Lindner to approve the permit with the following conditions in
addition to the additional requirements set forth in the application permit;
1. All shots are within thirty yards;
2. Field dressing would be totally clean, no animal by-products will be left on the ground/in the
area; deer would be removed via a two wheel cart;
3. Mr. /Mrs. Heil/Birkebak would update the Council via email as to the status of hunt proceeds for
the November 17th, City Council meeting.
4. Neighbors would be kept abreast via email/verbal communication with hunting information.
Motion passed. Permit approved.
October 13th, workshop
Moved. Noted Councilmember Artig-Swomley would not be able to attend.
Claims
A motion was made by Councilmember Lindner, seconded by Councilmember Bosak to approve the
claims for September, 2015. Motion passed.

Additional items from City Council
Councilmembers briefly discussed the deer permitting process and refinements of the application.
Councilmember Artig-Swomley would draft recommendations. Agreed that the application should be
submitted seven days prior to the City Council meeting.
October 12, 2015, City workshop – cancelled. Moved to October 13th,. Topic of discussion rental
properties in residential areas.
Adjournment
Being there no further business, following a motion by Councilmember Bosak, seconded by
Councilmember Lindner, Acting Mayor Artig-Swomley adjourned the meeting at 8:55 p.m.
