City of Gem Lake City Council meeting minutes, Tuesday, November 18, 2015 Page 1 <br /> <br />City of Gem Lake <br /> City Council Meeting – November 17, 2015 <br />Meeting Minutes <br /> <br />Mayor Uzpen called the meeting to order at 7:00 p.m. Councilmembers Artig-Swomley, Bosak, Kuny, <br />and Lindner were present. Others in attendance: City Engineer, Justin Gese; City Attorney Patrick Kelly, <br />City Finance Director Tom Kelly, City Planning Commission Chair, Ben Johnson, residents/members of <br />the community; Paul Emeott, Isaac Nelson, Joshua Patrick, Shawn Pehrson and Anthony Scornavacio. <br /> <br />November 17, 2015, Agenda <br />A motion was made by Councilmember Jim Lindner, seconded by Councilmember Artig-Swomley to <br />accept the agenda. Motion passed. <br /> <br />Minutes <br />Councilmember Artig-Swomley made a motion, seconded by Councilmember Bosak to approve the <br />minutes for the October 20, 2015, City Council meeting, motion passed. <br /> <br />Committee Reports – Planning Commission <br />Ben Johnson, Planning Commission Chair, gave a brief overview of the November 1, 2015, planning <br />commission meeting. Landmark Development of Minnesota/Hanson Builders attended the meeting and <br />presented an informal concept for development of the Tom Hansen property located west of Daniels <br />Farm Road and north of County Road E, in Gem Lake. It was noted that the no official documents have <br />been submitted from Landmark/Hanson. The group did change their original concept that was <br />informally presented at the City Council workshop on October 13, 2015, to suggest ¼-1/2 acre lots, 38 <br />homes, homeowners association with private road with curbs and gutters. The group said they didn’t do <br />a market analysis prior to presenting to the City Council workshop and as a result of their market <br />analysis the original concept changed. <br /> <br />Old Business <br />Newsletter ideas – goals and accomplishments for 2015, status of water project, information on the <br />assessment hearing, deer hunt wrap up, winter parking, new senior complex in White Bear Lake, article <br />on false alarms to be charged effective 1/1/2016 per ordinance #48, all rental properties will be required <br />to obtain a license and inspection 1/1/2016 per ordinance #83. <br /> <br />Public Hearing <br />Tom Kelly, City Finance Director, presented the 2016 budget to the Council. Mayor Uzpen opened the <br />public hearing at 7:43 p.m., no public comments were made. Mayor Uzpen closed the public hearing at <br />7:44 p.m. A motion was made by Councilmember Lindner and seconded by Councilmember Artig- <br />Swomley to approve Resolution 2015-25 City Budget for 2016, a voice vote was taken, all yes votes, <br />motion passed. <br /> <br />Mr. Kelly will present at the December, 2015, City Council meeting a summary on City reserves. <br /> <br />New Business <br /> <br />
