City Council Meeting – November 17, 2015
Meeting Minutes
Mayor Uzpen called the meeting to order at 7:00 p.m. Councilmembers Artig-Swomley, Bosak, Kuny,
and Lindner were present. Others in attendance: City Engineer, Justin Gese; City Attorney Patrick Kelly,
City Finance Director Tom Kelly, City Planning Commission Chair, Ben Johnson, residents/members of
the community; Paul Emeott, Isaac Nelson, Joshua Patrick, Shawn Pehrson and Anthony Scornavacio.
November 17, 2015, Agenda
A motion was made by Councilmember Jim Lindner, seconded by Councilmember Artig-Swomley to
accept the agenda. Motion passed.
Minutes
Councilmember Artig-Swomley made a motion, seconded by Councilmember Bosak to approve the
minutes for the October 20, 2015, City Council meeting, motion passed.
Committee Reports – Planning Commission
Ben Johnson, Planning Commission Chair, gave a brief overview of the November 1, 2015, planning
commission meeting. Landmark Development of Minnesota/Hanson Builders attended the meeting and
presented an informal concept for development of the Tom Hansen property located west of Daniels
Farm Road and north of County Road E, in Gem Lake. It was noted that the no official documents have
been submitted from Landmark/Hanson. The group did change their original concept that was
informally presented at the City Council workshop on October 13, 2015, to suggest ¼-1/2 acre lots, 38
homes, homeowners association with private road with curbs and gutters. The group said they didn’t do
a market analysis prior to presenting to the City Council workshop and as a result of their market
analysis the original concept changed.
Old Business
Newsletter ideas – goals and accomplishments for 2015, status of water project, information on the
assessment hearing, deer hunt wrap up, winter parking, new senior complex in White Bear Lake, article
on false alarms to be charged effective 1/1/2016 per ordinance #48, all rental properties will be required
to obtain a license and inspection 1/1/2016 per ordinance #83.
Public Hearing
Tom Kelly, City Finance Director, presented the 2016 budget to the Council. Mayor Uzpen opened the
public hearing at 7:43 p.m., no public comments were made. Mayor Uzpen closed the public hearing at
7:44 p.m. A motion was made by Councilmember Lindner and seconded by Councilmember Artig-
Swomley to approve Resolution 2015-25 City Budget for 2016, a voice vote was taken, all yes votes,
motion passed.
Mr. Kelly will present at the December, 2015, City Council meeting a summary on City reserves.
New Business

Anthony Scornavacco, Deer Hunting Permit
Dates requested – November 20, 21, 22, and December 4, 5, 6, 11, 12, 13, 2015. One hunter, Rick
Kohler, shooting from one deer stand near the lake. Councilmember Artig-Swomley requested Mr.
Scornavacco write an article for the January, 2016, newsletter summarizing the deer hunts on his
property. A motion was made by Councilmember Bosak, seconded by Councilmember Artig-Swomley to
approve the deer hunt. Motion passed.
Resolution 2015-24 – S.E.H. to manage the construction of phases 1 and 2 of the water project
Councilmember Artig-Swomley made a motion seconded by Councilmember Lindner to approve
Resolution 2015-24 – S.E.H. to manage the construction of phases 1 and 2 of the water project. A voice
vote was taken, all yes, motion passed.
S.E.H. estimate for sewer installation for Otter Lake Road, the private drive and part of Scheuneman
Justin Gese, S.E.H. requested clarification on the scope of the project and will be sending Mr. Gese an
email to Mayor Uzpen with additional questions. A report will be given at the December 15, 2015, City
Council meeting.
James Johanning, 3880 Scheuneman Road, update – plan for action for sanitary sewer hook-up
Mr. Johanning was not present to report. Item was tabled for the December 15, 2015, City Council
meeting.
Update on Water Contract with White Bear Lake
The water contract is in process. Will be a general contract with a maintenance contract added at later
date. It is anticipated that the contract will be approved at the next City of White Bear Lake City Council
meeting.
Claims for November, 2015
A motion was made by Councilmember Lindner, seconded by Councilmember Bosak to approve the
claims for November, 2015. Motion passed.
Monthly Financial Reports
Accepted.
Presentations from Public
The old Town Hall will be moved Friday night, November 20, 2015, at midnight to the Polar Lakes Park in
White Bear Township. The route will be down the south side of Highway 61, west to Highway 96, and
north to White Bear Parkway. It is anticipated that the move will take 2 – 3 hours.
Additional items from the City Council
Councilmember Artig-Swomley will not be able to attend the Special City Council meeting that will take
place on Thursday, November 19, 2015. A request was made by Mayor Uzpen to see if S.E.H. would be
available to complete the 2018 comprehensive plan. Mr. Gese will inquire.

Next workshop scheduled for Monday, December 14, 2015, has been cancelled. A special meeting of
the Gem Lake City Council will take place on Thursday, November 19, 2015. The next regular City
Council meeting will take place on December 15th, 7:00 p.m.
Adjournment
Being there no further business, following a motion by Councilmember Lindner, seconded by
Councilmember Artig-Swomley, Mayor Uzpen adjourned the meeting at 8:29 p.m.
