Special City Council Meeting – November 19, 2015
Meeting Minutes
Mayor Uzpen called the meeting to order at 7:00 p.m. Councilmembers Bosak, Kuny, and Lindner were
present. Councilmember Artig-Swomley was absent/excused. Others in attendance: City Engineer,
Justin Gese; City Attorney Patrick Kelly, City Finance Director Tom Kelly, residents/members of the
community; Paul Emeott, Greg Martz AM-PM/Martz Enterprises, Jack Mayeron Barnett Companies, Deb
and Pete Oswald.

A motion was made by Councilmember Jim Lindner, seconded by Councilmember Bosak to accept the
agenda. Motion passed.

New Business
Justin Gese, City Engineer, gave a brief overview of Phase I and Phase II of the project.
Public Hearing – Water Assessment Hearing for businesses on Hoffman Road and Scheuneman Road
Mayor Uzpen called the public hearing to order at 7:07 p.m. Greg Martz, AM/PM- Martz Enterprises,
3636 Scheuneman Road asked “Where does access for the water stop? I’m being assessed for
something I can’t use? It doesn’t make it to my property? What would be the cost to run the water to
my property? It would have been nice to get some kind of mapping with the notice.”
Justin Gese response: In order to run water further up Scheuneman Road, a cost accounting would have
to be untaken.
Council advised Mr. Martz to make an inquiry with his neighbor business owners as to whether or not
they want to have water access to their properties and to bring that information back to the City
Council.
Jack Mayeron, Barnett Companies, 3610/3700 Highway 61, “I thought that both of our buildings New
Trax and Barnett would have access to the water.”
Councilmember Bosak – “A pipe could be run within your own property, with the understanding that if
water ran up Scheuneman Road you would disconnect and hook into the City service.”

A question was posed about the stubs and t’s – All properties within the yellow mapping section will
have a stub and t.
Being there no further comments, Mayor Uzpen called the public hearing to a close at 7:26 p.m.
Resolution 2015-26 – Phase I of the installation
Councilmember Lindner made a motion, seconded by Councilmember Bosak to pass Resolution 2015-26
Phase I of the installation. Motion passed.
Resolution 2015-27 – Phase II of the installation
Councilmember Lindner made a motion, seconded by Councilmember Kuny to pass Resolution 2015-27
Phase II of the installation. Motion passed.
Adjournment
Being there no further business, following a motion by Councilmember Lindner, seconded by
Councilmember Bosak, Mayor Uzpen adjourned the meeting at 7:27 p.m.
