Resolution No. 2025-008
APPROVING AN AMENDMENT TO A CONDITIONAL USE PERMIT FOR 4039 SCHEUNEMAN
ROAD, PARCEL ID 273022120007
WHEREAS, Matt Greer, on behalf of the property owner Gem Lake Hills LLC, made an application to
request an amendment to an existing conditional use permit to allow for the construction of a miniature golf
putting course and an ambient outdoor speaker system; and
WHEREAS, the property is legally described as follows:
See Attachment A; and
WHEREAS, the Planning Commission reviewed the request at a duly noticed public hearing on March 11,
2025, and determined that the proposed request meets the criteria for a conditional use permit, and voted to
recommend approval of the request with conditions; and
NOW, THEREFORE BE IT RESOLVED, by the City of Gem Lake, Ramsey County Minnesota, that it
should and hereby does approve the conditional use permit to allow for the construction of a miniature gold
putting course and an ambient outdoor speaker system, located 4039 Scheuneman Road, Parcel ID
273022120007, based on the following findings:
1. Based on the applicant’s submittal, the request meets the requirements of the city’s Consolidated Land
Use Ordinance (Ordinance No. 131).
FURTHER BE IT RESOLVED that the following conditions of approval shall be met:
1. The applicant is permitted to add a miniature golf putting course onto the site, consistent with the
plans received by the City on February 10, 2025.
2. The applicant shall adhere to Gem Lake City Ordinance Number 86 (Nuisance) and Minnesota
Administrative Rule Chapter 7030 regarding noise pollution control.
3. All plans must be submitted to the Metropolitan Council for SAC review prior to the issuance of any
building permits.
4. The applicant shall obtain all necessary local permits prior to construction.
5. The applicant shall adhere to all other applicable local, state, and federal requirements.
6. The applicant shall pay all fees and escrows associated with this request.
The motion for adoption of the foregoing Resolution was duly introduced by Councilmember Lindner and
supported by Councilmember Cacioppo, and upon vote being taken thereon, the resolution passed with a vote
of 5 in favor and 0 against.
