OF THE CITY COUNCIL OF GEM LAKE, MINNESOTA
HELD JULY 18, 2023
Pursuant to due call and notice thereof, a meeting of the City Council of the City of Gem Lake, Minnesota
was duly called and held at the Gem Lake City Hall in said City at 7:00 p.m.
The following members were present: Mayor Artig-Swomley, Councilmember Cacioppo,
Councilmember Lindner, Councilmember Johnson, and Councilmember Amlee.
And the following members were absent:
Councilmember Lindner introduced the following resolution and moved its adoption.

AN ORDER TO ABATE A PUBLIC NUISANCE.
WHEREAS, the following individuals are the registered property owners of the following described
properties:
Patrick Igo
1621 Goose Lake Road
Gem Lake, MN 55110
WHEREAS, the property is zoned residential; and
WHEREAS, the property has had a portable storage/disposal container and/or semi-trailer type container
on the property for more than 30 days in a 12-month period and without an Interim Use Permit;
WHEREAS, the City notified the property owner by letters dated May 9, June 8, and July 10 that the
condition of the property represents a public nuisance per City Code. Said Notice was mailed regulation
mail and certified mail; and
WHEREAS, the public nuisance conditions consist of the improper storage of a portable storage/disposal
container and/or semi-trailer type container, and
WHEREAS, the property owner has not remedied the public nuisance conditions existing on the
property; and
WHEREAS, the Gem Lake City Council reviewed the matter at its public meeting on July 18, 2023. All
persons present at said meeting were given an opportunity to be heard and present written statements. The
Council also considered the recommendation of the City Staff that this order be issued; and
WHEREAS, this order was initiated pursuant to the City of Gem Lake, City Ordinance No. 86, Sec. 10.
NOW, THEREFORE, BE IT RESOLVED THAT THE GEM LAKE CITY COUNCIL hereby
adopts Resolution No. 2023-0013 declaring a public nuisance and ordering the property owner of record
to abate the public nuisance conditions that now exist on the property, and to bring the property into
compliance with the regulations of the City Code on or before August 1, 2023.
FURTHERMORE, should the property owner fail to perform the work in accordance with the time
schedule specified in this Order, the City may abate the nuisance and assess the costs to the property.
The motion was duly seconded by Councilmember Amlee and upon vote being taken thereon, the
following voted in favor thereof: 5
