RESOLUTION NO. 2025-042
APPROVING A CONDITIONAL USE PERMIT FOR 3610 HIGHWAY 61 NORTH

WHEREAS, , Topline Advertising, Inc. c/o Katie Weber, on behalf of property owner
Barnett Properties, made an application to request a Conditional Use Permit to allow for
internally illuminated signage located at the property listed above; and
WHEREAS, the Planning Commission reviewed the request at a duly noticed public
hearing on December 2, 2025, and determined that the proposed request met the criteria for
approval, and voted to recommend approval of the request with conditions of approval; and
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL
OF GEM LAKE, RAMSEY COUNTY, MINNESOTA, that it should and hereby does direct
staff to approve the Conditional Use Permit to allow for internally illuminated signage located at
the property addressed as 3610 Highway 61 North.
FURTHER BE IT RESOLVED that the following conditions of approval shall be met:
1. The applicant is permitted to install the following illuminated signs in the size and to
the dimensions proposed, consistent with the plans received by the City on November
10, 2025, and reviewed with this request.

2. The applicant shall obtain all necessary local permits prior to construction, including
but not limited to building, electrical, and sign.
3. The applicant shall adhere to all other applicable local, state, and federal
requirements.
4. The applicant shall pay all fees and escrows associated with this request.
Adopted by the City Council of Gem Lake, Ramsey County, Minnesota, on this 16st day of
December 2025.
