Present at this meeting were ; Francis D. Butler, Henry Hoffman, Mrs. Judson Bemis, Mrs. Don Opstad, Mrs. Anne White, the Chas Schifskys, the John Daniels, the Cranford Inghams, the John Morgans and Marny Donnelly. The following officers were nominated for the first election, and of course other nominations may be made to the judges before the election is held. For Mayor - Henry Hoffman For Clerk - John Morgan For Trustees - Three. Richard Arcand John Gray Mrs. Don Opstad For Justices of the Peace - Two. Cranford Ingham Stan Donnelly For Constable - Two. Robert Braun Chas. Schifsky For Assessor - One Mrs Judson Bemis For Treasurer - One Mrs. Arthur (Loraine) Berglund. Mr.Butler reportdd that we could secure police protection from the sherifs office at a yearly cost of S1,008.00 (+ or - S) and this was accpeted as a necessary move, even before the elction. Henry Hoffman was asked to arrange for fire protection to become available immediately upon organization.The council of fibe ( three trustees ,mayoo & clerk) should meet immediately after the elction and confirm the above. October 9th 1959 The first Gem Lake Village election was held on this day October 9th,1959 - the Judges of Election were, Helen Schifsky, Eileen Bigelow and Marhha Daniels who acted as Clerk. 80 Votes were cast and the following were elected - Mayor - Henry L. A sealed envelope containing the 80 ballots. 2. Minutes of the village elction 3. Envelope of the records of the Village incorporation electia with the census. 4. Return of the village election of October 9th 5. Poll list and elction register 6. Flag certificate 7. Receipt of judges to clerk for ballots 8. Certificate of election returns 9.Tally books and returns for 80 ballots. lo. Card fule of registered voters. 11. Voters certificates of the elction Note; The folloU ng officers were sworn in on October 9th - Hoffman, Morgan, Arcand, and Birkeland. Mayor Hoffman called a meeting of the council and officers for Tuesday October 13th 1959 at 8 pm, in the hall. October' 13th 1959 The first meeting of the Council and Officers of the Village of Gem Lake took place at the Hoffman Corners Hall, on Tuesday October 13th 1959, After the clerk had finished swearing in the officers and pictures had been taken by the representative of the White Bear Press, Mayor Hoffman called the meeting to order at 8:45 PM. The clerk called the council roll - present weve - Mayor Hoffman,Trustees Hansen,Arcand and Gray,Tregsurer Birkeland, Clerk Morgan and all the other officers except Mrs.Bemis. 1. The clerk read a report of the first village election held on October 9th 1959. 2. The council voted that the Village bank account be placed with the First State Bank of White Bear Lake. 3. The clerk turned over to the treasurer the sum of 412.00 in cash received from the filing fees of the officers up for election and a check from Iirs.Jchn Daniels in the amount of W-90 to be used for the purchase of the election supplies. 4. The council voted to meet on the third Tuesday of every month - regularly - in the Hoffmans Corners Hall and to pay the sum of �5.00 to the Hall for each meeting. 5. Until further notice - annoucements of the meetings will be placed in the White Bear Press. 6. Mayor Hoffman stated that he would have made up a bulletin board and have it placed near the Hall entrance to carry local notices to residents. 7. Mayor Hoffman reported that the White Bear City Fire Dept. would make up and present to the council a contract for fire protection for the period of one year. 8. Mayor Hoffman reported that the Ramsey County Sherifs office would submit to the council a contract for police protection and that he understood that the cost would come to about $1,066.00 per year. 9. The council agreed that it would be wise to go along with both fire and police protection as above noted until the village has had sufficient experience to do otherwise. 10. The jobs of Building Inspector,Plumbing Inspector and Electrical Inspector were discussed. As no one present knew of any qualified residents for these jobs at this time, it was decided to use the inspectors of the White Bear Township for the time being. The White Bear Press will announce that applicants for these jobs may appear at the next council meeting and submit their qualifications. (It was noted that Francis Arcand might be available and qualified for Buildi and/or Plumbing Inspector - Dick Arcand will find out.1 11. The clerk was aked to find out about bonds for the clerk and the Treasurer. 12. Allen Hansen said that he would talk to Haynes about the possibilty out continuing to use his dump. 13. The clerk was asked to contact the County Auditors office to find out about procedure for securing village funds. Note; The White Bear Press was represented at the meeting by James Litman - who took notes and pictures which will appear in due course. October 20th 1959 end Meeting — The second meeting of the Council was held at the Hoffman Corners Hall, on October 20th 1959.The Mayor called the meeting to order at 8:35 pm. Present were; Mayor Hoffman, Clerk Morgan, Trustees Arcand,Gray and Hansen and Treasurer Birkeland. 1. It was unanimously resolved that the Judges of election be commended for their excellent and pains taking organizing work at the first village elction. Mrs. Helen Schifsky, Firs John Daniels and Miss Eileen Bigelow are herby so commended. 2. Mayor Hoffman presented a le ...-,r from KERNIT HE0K.. sheriff of Ramsy County which announced the cost to the Village of policing service. The letter was placed on file and Mayor Hoffman stated that he would enquire as to just what service was included in the priced given. 3. Clerk Morgan presented a letter from the County Engineer enquring if the village wished the services of the county in plim snow plowing and ice sanding on our only village road which runs from Goose Lake Read to the Northern Pacific Railroad, and known as Tessier Rtad. The clerk was asked to find out from the county engineer what was involedd, and what had been done in the past. 4. In accordance with a resolution passed at the previous meetin7 the Council unanimously approved the appoimtment of the folliong Township inspectors to serve until further notice; �1 Building Inspector — Walter C. Long — Birch Lake — White Bear Lake. Plumbing Inspector — W.C.West — 1911 Birch Lake Ave,,, W.B.Lk. Electrical Inspector — Stan Sayre — 1141 South Robert, St.--aul Heating Inspector — Henry Thompson, No. St.Paul These inspectors to turn in a-.1 their fees to the village and report in advance of each village council meeting. when inspections are made, they then turn in their bills for 75/ of the fees turned in. 5. In,order to make immediate inspection possible the council voted r7 unanimously to adopt the White Bear Township Building Corse and. C� Zoning Ordinances to be in effect until changed by the council. 6. Under the above codes the following trades are regUired to pay a license fee of $12.60 for the year ending June 30*h 1960. Plumbing,Electrical, Heating, Excavating and Grading, Well drilling and Cesspools. The inspectors will take care of the licensing of their trades and secure from them a certificate of lidbility insurance Inspectors receive no part of the licensing flees. page 2, of October 20th meeting. Home or house building contractors pay no license fees as such. 7. The council voted unanimously that the necessary village officers be bonded according to the law - Treasurer - $1,000.00 Clerk - 500.00 Constables 500.00 Justices 500.00 8. The treasurer was authorized to order blank check forms from the Booth Co. GEM LAKE VILLAGE 3rd Meeting of Council Nov. 17th 1959 at Hoffmans Corners Hall 1. Mayor Hoffman called the meeting to order at 8:15 p.m. 2. Clerk called roll - all present - Hoffman, Hansen, Arcand Gray, Birkeland and Morgan 3. Clerk read minutes of previous meeting - same were accepted as read - all ayes. 4. Mayor Hoffman asked for nominations for a member of the council to act in his place in event of his absence. Allen Hansen was so nominated by Arcand and seconded by Gray - all ayes. 5. No petitions were submitted. 6.Reports of Officers :- A. Mayor Hoffman reported that the contract proposed by the White Beer Lake Fire Dept. included: - Stand by charge 4150,00 per month Dispatching charge $25.00 per month Fire calls - �150. per hour. After considerable discussion and participation from the floor of these seemingly high chagres - Arcand moved and Hansen seconded a motion that the Mayor appoint members of the council to contact and get proposals from Little Canada,Maplewood and Wilernie. - all ayes. Mayor Hoffman appointed Hansento contact Little Canada, Arcand to contact Maplewood, and Gray to contact Wile rnie. B. Mayor Hoffman reported that the Ramsy County Sherifs office had submitted a proposed contract for police protection for Gem Lake and five other villages. According to the letter 24 hour service would cost the village of Gear Lake W96.55 per' year. If the six villages go intothe deal at least one more man and fully equipped car will be put into service and we we would be patrolled probably three times daily in addition to any emergency service required. It? -was stated from the floor that a car can get here from anypoint in the county at a meximum of seven minutes. Moved by Hansen and seconded by Gray that the Clerk notify the Sherifs office that said proposed contract is acceptable to Gem Lake Village. All ayes. C. Clerk reported that the County Engineer will snow plow and sand Tessier Road - from Goose Lake Road to the N.P.R.R. tracks - a distance of about 500.feet - at actual cost. The maximim cost per hour is - driver $2,25 aast 1.90 and truck 9.00 for extotal of 413.15 per hour. 500 feet should take a short time. Moved by Arcand and seconded by Hansen that the clerk make application to the county engineer for this service. all ayes. D. Clerk reported that the necessary bondsfor village officers had been acquired at atotal cost of 468.25 E. Clerk reported that the League of Minnesota Municipalities had offered a special membership rate for 8 mothns of 1960 at $25.00 ( the regular annual dues are $50.GO per year ) Arcand moved and Gray seconded that we take advantage of this offer. all ayes. F. Clerk reported that a letter had been received from the Machine Accounting Office of Ramsey County asking us what we are going to do about zoning classifications. According to the League of Minn. Municipalities a new village operates under the old township zoning code until it desires to make changes of its own. Much discussion. Hansen moved and Gray seconded that the `dhite Bear Township code under which we are now operating be amended at this time to restrict residential lots to an area of 20,000 (twenty thoudand ) square feet. all,ayes. Moved by Gray and secoded by Morgan that Allen Hansen be appointed chairman of a planning committee, to consist of three mebers beside himself, to study the zoning and planning problem and report hack to the council. all ayes. 7. ON A FIRE CALL THIS MAN ivOTIFIES ONE MORE WHO IN TURN CALLS ANOTHER MAN AND SOX ON. THEY GO DIRECT TO THE FIRE.NO FIHURES WERE SUBMITTED BECAUSE LITTLE CANADA HAD NOT HAD A RECENT MEETING. DICK ARCAND REPORTED THAT MAPLEWOOD ADVISED HIM THAT THEY HAD TOO MUCH AREA TO TAKE CARE OF NOW AND WERE NOT AVAILABLE. JOHNX GRAY REPORTED THAT HE WENT TO THE wILERNIE FIRE HOUSE WHICH WAS LOCKED UP WITH NOBODY AROUBD. MAYOR HOFFNAN REPORTED THAT HE HAD JUST RECEIVED A WRITTEN CONTRACT FROM THE WHITE BEAR CITY FIRE DEPT., AND ASKED THE CLERK TO READ IT TO THE COUNCIL AND THE VISITORS. THE CLERK READ THE CONTRACT. THREE QUESTIONS WERE ASKED FROM THE FLOOR REGARDING THE DETAILS OF THE CONTRACT. A. IS THE RESCUE SQUAD AVAILABLE AT ALL TIMES, AT NO CHARGE, FIRE OR NO FIRE.
