Meeting was opened at 8:08 PM by Mayor Henry Hoffman in
Hoffman Hall, Village of Gem Lake.
Present: Hoffman, Arcand, Bigelow, Ward and Treas. Knutson.
Also present: Mrs. Ward, Joe McGinnis, Stanley
Ross, Dean Koberick, Robert Cartier and Mr. Harry Lovering.
Mr. Lovering was present in response to a letter
from ii�son Bemis regarding the lighting for the Chrysler
car lot. He stated that it will have 25 candles of lumims
at 32 ft. generally but there may be hot spots directly
under the light source which may raise this to 30 candles.
The lights are adjustable and can be beamed as desired.
He requested that this variance from the village ordinance
be overlooked. A letter from McDonald of the Cerny engin-
eering Co. was read. The mayor said he would arrange a
meeting at the earliest possible time with Mr. Bemis and
Mr. Lovering to settle this matter. Robert Cartier, Vill-
age eplectrical inspector said the difference between 25
and 30 candles would not be readily noticd-ble.
After Mr. Lovering left, the minutes of the last meeting
were read; motion to approve made by Arcand, seconded by
Ward and passed.
From the floor: Cartier says Mr. Salverdo is his deputy
electrical inspector.
Stan Ross reports the course on government
will begin Sept. 18 in Vadnais "eights, they need 20 peo-
ple and now have 15. Flyers will be sent out.
New Business: The acting clerk read a letter to the council
from Richard Hanson. He reported that a request from the
a Ramsey County Auditor concing the village budget for
d(NG �6�"�_• M&"J pold4,-- protection year 1967 was answered by sending him
the amount spent that year, a1581.58. He read a letter
from the same office requesting that the Village will not
apporotre any plans for streets, roadways or driveways ent-
ering county roads without having the developer or contract-
or submitting plans to the Ramsey County Highway Dept.
I'lembership renewals for the League of Municipalities was
postponed until the town clerk returns. The x± acting c lerk
peported a fire during the month at Mrs. Freeman's which
cost the village a two hour fire charge, :.�300.00.
Treasurer's Report: There will be about �1900.00 in the
bank after bills. The Treasurerx consulted the bookkeeper
of Maplewood about correct procedures and obtained copies
of forms for the various permits issued which are recommend-
ed for proper accounting of money received and for records
of permits issued. It was moved by Ward, seconded by Arcand
that our treasurerx have appropriate form5made for our use.
Elections: polls for Sept. 10 primary to be open OAM-8PM.
Date for optional Village of Gem Lake election, Nov. 5.
Dean Kob rick reported the residents of Scheuneman Rd. have
filed a peltion to the county for a 30-mile zone.

Monday evening, July 15, 1968, Mr. Macdonald and Mr. Rasmussen of The
Cerny Associates, Architects and Engineers visited Tousley Ford located at
the intersection of Highway 61 and County Road E, to inspect their exterior
lighting facilities.
The Tousley Ford lot is devided into two areas display area and storage
area.
The display area is approximately 20,000 s
canopy, and is lighted b 4 0 square feet covered by an open
Y Q - 100 watt clear incandescent bare lamps
and 16 - 150 watt PAR-38 flood lamps. The quantity of light in this area
is calculated to be approximately 32 lumens per square foot and the
lighting level was measured to be 20 foot-candles at a height of 316"
above the ground.
The storage area is approximately 112,000 square feet and is lighted by
5 - 400 watt Northern States Power Co, pole mounted mercury vapor fixtures
and l - 1000 watt mercury vapor pole mounted floodlight. The quantity of
light in this area is calculated to be approximately 1.5 lumens per square
foot, and a maximum lighting level reading of 12 .footcandles was taken at
the center of the flood light beam pattern.
A light reading was also taken at a point 25 feet toward the highway from
the boundry of the display canopy and it was found to be 5 footcandles.
In order to establish a level of illumination for future car sales, lots
which will not be greater than Tousley Ford's, you may want to incorporate
the following into the ordinance.
1. The total lumen output of all the lamps on the lot shall
not exceed 35 lumens per square foot of lot.

2. The lighting level shall not exceed 25 footcandles at
any one point measured at 316" above the ground.
3. The maximum lighting level at a distance of 25 feet from
the lot boundry line shall not exceed 5 footcandles
measured at the ground.
