Gem Lake now has a population of more than 500'people:�and is required -to hold a Truth -in -Taxation hearing. The City Council is asked to.approve (pass) Resolution.2021-15, Ad9liiing the Final 2022 General Fund Budget and Property Tax Levy. The 2022 Budget is proposed of $523,278; which is. a.6.27% increase from the 2021 Budget. Major or large. changes from the 2,021 Budget -to the. 2022 Budget are. as follows: Based on the 2015 Refunding Bond schedule tlie debt levy for-2022 is set for $79;477.00.. Council was regpested-to pass a resolution adopting the'2022 property tax levy of �55.8,2,10.00. The foregoing resolution was offered by Councilmember Linder and was supported by Councilmember Cacioppo.and-was.declared adopted based upon unanimous vote in favor: Resolution*2.021-0016.--.Approving Operating Transfers The City Council has the discretion to use unrestricted City funds. in the best interest. of the City. From time to time, the City transfers money from one fundto another for various reasons. Charitable Gambling License Procedures The City has been charging. a charitable gambling fee each year in the amount*of $500.60 -in error. The City Clerk was able to track downsix years' worth of receipts. to show that the.paymmit had.beert accepted from tho Country Lounge. Mayor Artig-Swomley. suggested to --the Council that the City should refund the Country. Lounge for -the last six years' worth of'chbiges, which totals $3,000.00. Mayor Artig- Swomley would also like to*reach out to John Birkeland and explain the situationto;him. Councilmember Lindner trade q. motion to refund the Country Lounge for the last six years"worth of fees, seconded -by Councilmember Cacioppo. Charitable Gambling Donations Mayor Artig=Swomley suggested to the-Council-thatibe City make a large donation to the _WMte'Bear Area Food Shelf and NewTrax. NewTrax has been helping the White Bear Area Food Shelf*by delivering. foodtacliants five days a week. Each address they deliver to receives a 25 pound box of fopd. Mayor Artig-Swomley recommegds.a donation of $2,500.00.to oach organization. Councilmember Linder made. a motion to donate $2,500.00-to both the White Bear Area Food Shelf and NewTrax, seconded by Councilinetnber Cacioppo. Mayor Artig: Swomley also made mention that Merrick; the Country Lounges Charitable Gambling Manager, made a donation to the White Bear Area Foots shelf indte amount df$500.00. The original seope included work for an emergency fix. Given the timeline of the project, additional quotes were prepared and solicited to ensure -the City was. receiving the best possible price. The estimated fee is subject. to. a not-to-exeeed-omount of $9,000.00 including expenses and equipment. Gese Documents are being. compiled and SEH is Hoping to present at the January 18, 2022 City Council Meeting. Scheuneman Road Storm Water Study— South End -- Justin Gese The culverts that were located.on the South end of Scheune.man Road are non-functioning and water cannot get to them due. to grading changes over the years. A potential solution to the issue 4 a.ditch made that would-draln into a culvert, which -would :hopefully.provide some. relief. Ap application for public.,funding has-been submitted and Me. Gese. is currently waiting for:the results of the application.. SEH will hear back in late January, if awarded, the grant would be for planning studies, not the actual cojstruction. Councilmember Johnsonasked Me, Gese if herhad any concerns about opening thos6vulvorts back up to the rail. Mr. Gese sUted.that the WWerts-in question are grandfathered in and SEH*has not addressed these completely yet. Villas -of Gem Uke Update Mr Gese and City Attorney Patrick Kelly are. in coftimunication with Hanson Builders and have. had discussion regarding the punch list items -that still rleed-to be.completed. There are'areas in the Villas: that:the:Ramsey Washington Watershed is unhappy with and trees need to be replanted, until that happens the. Watershed. will not release. their.�escrowed funds. Mr. Geseand City Attorney Patrick Kelly are working on:getting payment -for the water used during construction from Hanson Builders. Gem Lake Well Update The MPCA tested every well they could *and the. total went from 20-22 wells that have trace contamination of 14 Dioxane. The MPCA.does not feel there is a link between this pollution and the pollution caused by Water Gremlin. The M1�CAwill be..attending the January 18, 2022 meeting and will available foC individual meetings an hour before the scl><eduled City Council Meeting. Resident Rick Bosak asked ifthe MPCA is -testing Vadnais Heights as well. The MPCA will test any and all areas they believe that could be -the soulce of the ptillut'ion. Heritage Hall —Jim Lindner Councilmember Lindner shared that compared.to last .year Heritage Hall's energy .consumption is down, however because of price changes, the bills are still running about.the.same. Councilmember Linder also noticed that it is taking longer than it should to get hot water-ond that a circulating puin,p may be necessary to speed up the process and that he can reach out to"Metro Heating and Plumbing to. request a quote. COVID Fonds may be able tobe used if it Helps improve the water quality: Internal Management Update. 2022, Meeting Schedule The City Clerkprepared the Gem Lake City Council and Planning Commission Meeting Schedule for the .2Q22 year. City Attorney.PatrickKelly has -some suggestions that he will setid.dver 10 the Mayor and Councilmember Lindner wanted to make sure that all documentation in the manual is -as.-current as..passible; Health Insurance Stipend Concept Councilmember Johnson suggested a cost of living.iperease {COLA} at the beginning of the.year. Mayor Artig-Swomley feels that the Council should do that plus an insurance.stipend: Counciimember.Cacioppo feels that. the Council should. agree tin *a.number that would still be decent after taxes are taken out. Councilmember Amlee brought ug the idea of an HRA, but that would require the employee to. get a certain type of insurance without option; but it would be untaxed. and the employee would be reimbursed. MN Feasibility Study Update Gem Lake Municipal Water Supply Prepared for City of Gem Lake, Minnesota Background A previous municipal water supply feasibility study was developed by SEH to evaluate alternatives for supplying potable water to Gem Lake residents and businesses and was provided to the City on September 8, 2006. The scenarios explored in the 2006 Municipal Water Supply Feasibility Study included the potential for constructing an independent water system for Gem Lake as well as a centralized water distribution system within Gem Lake with source water provided by interconnections to one of the neighboring communities of White Bear Lake, White Bear Township, or Vadnais Heights. Based on evaluation of estimated costs, constructability, water quality, and hydraulic function, SEH concluded that connection to any of the neighboring water distribution systems was possible from a constructability point of view, however the costs and system performance varied for the different interconnection scenarios. Since the development of the 2006 study, Gem Lake has constructed an interconnection with the City of Vadnais Heights that serves the Villas of Gem Lake residents and an interconnection with the City of White Bear Lake that serves the commercial district. The majority of residents remain on private wells. Recently the Minnesota Pollution Control Agency (MPCA) and Minnesota Department of Health (MDH) completed sampling for 1,4- dioxane, a likely human carcinogen, in private wells in Gem Lake and the White Bear area. Results of the sampling showed levels above the MDH health -based guidance value for 1,4-dioxane in some of the private wells in Gem Lake and are shown in MDH's fact sheet in Appendix A. Due to the high levels of 1,4-dioxane in some of the wells, the City is again :ploring the feasibility of a municipal water supply system to supply safe and reliable nkina water to its residents and businesses. 2 Gem Lake Water Needs A feasible water supply for the City must be both safe and reliable. A safe water supply is one that meets and/or exceeds all State and Federal regulations. Additionally, in light of 1,4-dioxane which is not a regulated contaminant, the water supply should meet all MDH health -based rules and guidance. A reliable water supply is one that meets the City's water demand and required fire flow availability. Per discussions with the City, this updated feasibility study will focus on the feasibility of a centralized water distribution system within Gem Lake with water supplied solely from either the City of White Bear Lake or White Bear Township's community water systems. To determine the adequacy of each water system's ability to supply the City of Gem Lake, we first estimated the projected ultimate water demand from Gem Lake residents and City of Gem Lake, MN Page i businesses, and then evaluated each neighboring community's water quality and water availability to supply Gem Lake's water demand. 2.1 Gem Lake Water Demand To determine Gem Lake's water demands, the City's population and land uses must be considered. Because a water system must be built to supply future demands. Gem Lake's ultimate population and land uses were considered in this feasibility study report. 2.1.1 , Population Based Water Demands Based on review of Gem Lake's Ramsey County tax parcels, as can be seen on the map in Appendix B, the City has 216 residential tax parcels including seven vacant residential lots. Although one of these vacant lots is owned by the same owner as an adjacent residential tax parcel with two residences on the same parcel, the vacant lot is not assumed to be developed so it is estimated that the ultimate number of single family homes in Gem Lake will be 216 with 209 of those currently existing. This is slightly less than the 229 single family homes estimated in the 2006 feasibility study, which was based on land use acreage and minimum lot acreages. It is not assumed that any of the existing single family home tax parcels will be divided into smaller parcels. Based on the 2020 Census, the population of Gem Lake is 528 with 199 households, which is an average of 2.65 persons per household. Using a more conservative value of 3 persons per household, the ultimate population of Gem Lake based on 216 homes is estimated to be 648 and using an estimated demand of 100 gallons per person per day, the ultimate residential average day demand (ADD) is estimated to be 64,800 gallons per day (gpd). Although the residential per capita demand is recommended by Minnesota Department of Resources to be estimated at 75 gallons per person per day or less, Gem Lake residential properties tend to be larger than the average residential property in the Twin Cities metro area and are thus expected to have an above average per capita water usage. The estimated values of 3 persons per household and 100 gallons per person per day used in this study are the same as was used in the 2006 feasibility study. Using a ratio of maximum day demand (MDD) to ADD, called the maximum day peaking factor, of 3, the ultimate MDD from single family homes is estimated to be 194,400 gpd. A maximum day peak factor of 3 was also used in the 2006 feasibility study and is on the high end of typical maximum day peak factors in the Twin Cities metro area. In addition to the estimated 216 single family homes, the City informed SEH that a high density residential complex could possibly be constructed on a mixed use parcel south of County Road E. To be conservative, it was assumed that all mixed use parcels south of Country Road E and north of Hoffman Road could be converted to high density residential parcels and demands were calculated based on land use as discussed in Section 2.1.2. 2.1.2 Land Use Based Water Demand As discussed above, demand calculations for high density residential land use parcels were based on the land use method, as were the mixed -use parcels, recreational open space parcels (golf course); and the public/institutional parcel. Water demand calculations for each land use type can be seen below in Table 1 and the ADD of gpd per acre values used are consistent with typical industry values and values used in the 2006 feasibility study. (2) Maximum day peaking factor of 3. 2.1.3 Water Model C?em?nd Allocatior With a total ultimate residential ADD of 64,800 gpd and a total ultimate ADD of 87,572 gpd from the other land uses, the total ultimate ADD for the City of Gem Lake is estimated to be 152,372 gpd or 0.152 million gallons per day (MGD). When developing the model. the 64,800 gpd residential demand was split evenly among the 216 residential parcels and the 87,572 gpd from the other land uses were spread evenly among each parcel area as seen in the map in Appendix C. 2,2 Water Quality In addition to meeting water demand needs, a feasible water supply for the City of Gem Lake is one that meets all State and Federal regulations as well as MDH health -based rules and guidance. To determine the water quality from the two potential water suppliers. we looked at each of their Consumer Confidence Reports (CCRs). A CCR is required by the United States Environmental Protection Agency (EPA) and is an annual drinking water quality report that community water systems must issue to their water customers. Each water system's CCR can be found in Appendix D. Each report contains monitoring results from January 1 to December 31, 2020, which are the most recent published results as 2021 results are not required to be published until July 1, 2022. The results are for detected State and Federal regulated contaminants as well as some non -regulated contaminants. 2.1 White r Lake Water Quality The source of water for White Bear Lake is from four wells ranging from 476 to 970 feet deep that draw water from the Prairie Du Chien -Jordan, Jordan, and Wonewoc-Mt. Simon aquifers. The City also has an emergency use only well. Prior to being pumped into the water distribution system, the water from all four wells goes through treatment at a water treatment plant which includes chemical additions of chlorine for disinfection, fluoride for water fluoridation, phosphate for corrosion control, as well as water softening and filtration. The City's website states that they soften their water to a level of 5 to 7 grains per gallon, which is considered moderately hard water. As can be seen in their CCR, their water meets all State and Federal regulations and detected non -regulated contaminants (sodium and sulfate) are not of concern. These non - FEASIBILITY STUDY UPDATE City of Gem Lake, MN Page 3 regulated contaminants were sampled as part of the Fourth Unregulated Contaminant Rule (UCMR4) sampling, which included monitoring from 2018 to 2020 for 30 different non - regulated contaminants. 2.2.2 White bear i ownship Water Quality The source of water for White Bear Township is from six wells ranging from 360 to 445 feet deep that draw water from the Prairie Du Chien -Jordan and Jordan aquifers. Prior to being pumped into the water distribution system, the water from all the wells is treated with chemical additions of chlorine for disinfection, fluoride for water fluoridation, and polyphosphate for iron and manganese sequestration which prevents color and taste issues by preventing the precipitation of iron and manganese. One well is treated with filtration for iron and manganese removal. The water does not go through a water softening treatment process and the Township's website states that water hardness is around 18 grains per gallon, which is considered very hard water. As can be seen in their CCR, their water meets all State and Federal regulations. No detected non -regulated contaminants are reported in the 2020 CCR. Because UCMR4 sampling was conducted between 2018 and 2020, White Bear Township's UCMR4 sampling was conducted in 2019 and the results are found in their 2019 CCR. As can be seen in their 2019 CCR in Appendix D, manganese levels were detected in their wells in the range of 116 to 200 parts per billion (ppb). According to MDH, for infants 12 months old or younger who drink tap water or drink formula made with tap water, a safe level of manganese in water is 100 ppb or less. Their well which is filtered to remove iron and manganese is nearest Gem Lake, so it could be expected that most of the water entering Gem Lake's water system would be from that well. although this warrants further evaluation. 2.3 1 Water Availa; ,,;ty With an ultimate ADD of 0.152 MGD and an ultimate MDD of 0.456 MGD, determining whether the White Bear Lake or White Bear Township water systems can supply the projected Gem Lake demand is crucial. In evaluating the ability to supply a Gem Lake water system, we looked at White Bear Lake and White Bear Township's supply capacity, firm capacity, storage capacity, their own system's water demands, and their permitted annual water usage. Firm capacity, defined as the total capacity with the largest well offline, is a more accurate reflection of a water system's capacity as wells are routinely taken offline for maintenance or repair. According to the Minnesota Department of Resources (DNR), as of 2018 White Bear Lake's Water Appropriations Permit allows them to pump 1.150 million gallons per year (MGY) or an average of 3.15 MGD. With a firm capacity of 7.42 MGD and an MDD of 5.1 MGD projected through 2040. a storage capacity of 5 million gallons, as well as a permit to pump an average of 3.15 MGD, the White Bear Lake water system has excess capacity and should be able to supply Gem Lake's estimated ADD of 0.152 MGD and MDD of 0.456 MGD. 2.3.2 White Bear Tovirshin W r Availability White Bear Township has a total of six wells, with two of those wells serving the South System. In this study, the North System was explored as being a potential source for Gem Lake as it is the largest system and borders the City of Gem Lake. According to the DNR's water use data, from 2016 to 2018 the South System accounted for an average of 7.41 % of the demand. Based on this, the North System's 2022 ADD and MDD are estimated to be 1.562 MGD and 6.065 MGD respectively and the 2040 ADD and MDD estimated to be 1.680 MGD and 6.520 MGD respectively. According to the DNR, as of 2018 White Bear Township's Water Appropriations Permit allows them to pump 550 MGY or an average of 1.51 MGD in the North System, which is just shy of the estimated ADD With a firm capacity of 4.39 MGD and an estimated existing MDD of 6.065 and estimated 2040 MDD of 6.520 MGD for the North System, as well as a permit to pump an average of 1.51 MGD for the North System, it appears that White Bear Township's North System may require additional capacity and an increased limit in their Water Appropriations Permit to be able to adequately supply a Gem Lake water system. Further discussions with White Bear Township regarding future plans for the North System are recommended if Gem Lake wishes to proceed with a White Bear Township system interconnection. 3 Water, Modeling To determine how a Gem Lake water system would hydraulically operate using White Bear Lake and White Bear Township's water systems as a source, a hydraulic computer model was developed using WaterGEMS1, a pipe network program developed by Bentley@. 3. m L White Bear Lake Water Svstem sing White Bear Lake's watermain shapefiles, MDD demands, and water tower overflow elevations as the hydraulic grade line (HGL) for the system, a White Bear Lake fed Gem Lake water system was modelled. White Bear Lake's MDD demands were spread evenly throughout their system except for assigning their top ten users' demands to their appropriate locations, and each scenario was analyzed with no water being pumped into the system by the City's water treatment plant and with their water towers full to their overflow elevation. A map of the proposed Gem Lake — White Bear Lake water system can be seen in Appendix E. 3.1.1 Gem Lake — White Bear Lake Pressures Water system pressure is primarily a function of the elevation of the water in the system's elevated storage towers with some degree of pressure loss as water flows through the system. Lower pressures generally occur in areas of higher elevation and higher pressures FEASIBILITY STUDY UPDATE City of Gem Lake, MN Page 6 generally occur in areas of lower elevation (see the Gem Lake elevation map in Appendix F). White Bear Lake's Century Avenue storage facility has an overflow elevation of 1,125 feet and their Centerville Road storage facility has an overflow elevation of 1,129 feet. Gem Lake system pressures projected with those overflow elevations and during a peak hour MDD scenario (assumed to be 130% of the MDD in gallons per minute) can be seen in the map in Appendix E. Water distribution system pressures are generally recommended to be in the range of 35 psi to 80 psi. As can be seen in the map in Appendix E, White Bear Lake's water system can provide a Gem Lake distribution system with adequate pressures, with the lowest pressures seen where elevations are higher west of the lake. It should be noted that the modelling assumed White Bear Lake's towers are full and it would be expected that pressures would periodically be a few psi lower as White Bear Lake's tank elevations vary from water usage throughout the day. Modeling shows that pressures should still be adequate in the Gem Lake system with slightly less elevation in the White Bear Lake storage towers. 3.1.2 Gem Lake - ' l site Bear Lai. Pipe V �. jcitIr Pipe velocities are generally recommended to be kept below five feet per second to limit headloss, or pressure loss, due to friction across the system and to limit potential pipe and valve damage. As can be seen in the map in Appendix E, the proposed watermains were sized to limit velocities to below 1.5 feet per second. 3.1.3 Gem Lake �'t."hite Bear L, ,,e A- An important Consideration for a water system is being able to provide adequate fire protection. Having appropriately sized watermain as well as enough storage in the system are important factors in available fire protection flow. Guidelines for determining fire flow requirements are provided by the Insurance Services Office (ISO), which is the insurance service organization for evaluating and classifying municipalities for fire insurance rating purposes. For the purposes of this study, it is assumed that meeting the MDH recommendation of having an average day of water use in storage is sufficient and minimum fire protection requirements can be based on land use according to Table 6. Available fire flow in this study is defined as the flow capacity at a point in the water distribution system which causes the pressure to fall to 20 psi residual pressure, which is the minimum needed pressure before a boil water advisory is required. In general, low fire "- --- where normal pressures are already low, in areas with small diameter s, and in areas with older watermains where significant headloss occurs due to Table 6 — Minimum Fire Flows FEASIBILITY STUDY UPDATE City of Gem Lake, MN Page 7 3.2 A map of the fire flow analysis for the distribution system under a MDD scenario, with one and two watermain crossings under U.S. Highway 61, can be seen in Appendix E. Both one and two watermain crossings provide adequate fire flows, but if the empty agriculture lot to the west assigned as mixed use should develop, two watermain crossings may be needed to increase available fire flow to at least 2,000 gpm. Gem Lake — White Bear Township Water Syste Ow Using White Bear Township's watermain shapefiles, 2022 MDD demands, and water tower overflow elevations as the HGL for the system, a White Bear Township fed Gem Lake water system was modelled. White Bear Township's MDD demands were spread evenly throughout their system except for assigning their top ten users' demands to their appropriate locations, and each scenario was analyzed with no water being pumped into the system by the City's wells and with their water towers full to their overflow elevation. A map of the proposed Gem Lake — White Bear Township water system can be seen in Appendix G. 3.2.1 Gem Lake — White Bear Towel% Pr es White Bear Township's two water towers in the No em have an overflow elevation of 1,090 feet. Gem Lake system pressures projected those overflow elevations and during a peak hour MDD scenario (assumed to be 130% of the MDD in gallons per minute) can be seen in the maps in Appendix G. As can be seen in Appendix G-2 the higher elevations areas of Gem Lake are projected to have inadequate pressures, with one area seeing a pressures as low as 23 psi. As discussed earlier, a pressure below 20 psi would require a boil water advisory due to the risk of contamination entering the distribution system pipes. Like with the previously discussed White Bear Lake fed water system modelling, it would be expected that pressures would periodically be a few psi lower as the storage tank elevations vary from water usage throughout the day. , The 2006 feasibility study noted that the White Bear Township towers experience large water level drops during high water demand periods, so pressures would be expected to drop significantly during those periods. Due to the low pressures experienced with White Bear Township's HGL, a pressure booster station would likely be required. To project pressures experienced in Gem Lake with a pressure booster station, the hydraulic model was run with a booster station that boosts pressures so that the highest elevation in the Gem Lake system would maintain a pressure of 50 psi. As can be seen in Appendix G-4, a pressure booster station would provide Gem Lake with adequate pressures throughout the water system. Although some areas with a lower elevation would see pressures exceed 80 psi and approach 90 psi. pressures would still be within acceptable ranges. If Gem Lake preferred to boost pressures only for the high elevation areas on the west side of the City, a separate pressure zone, achieved by use of a local pressure booster station and pressure regulating valves in the distribution system piping, could be explored. 3.2.2 Gem Lake — White Bear Township Pipe Velocities As can be seen in Appendix G-2 and Appendix GA, the proposed watermains were sized to limit velocities to below 1.7 feet per second with or without a booster station. This is well below the maximum recommended velocity of 5 feet per second. FEASIBILITY STUDY UPDATE City of Gem Lake, MN Page 8 3.2.3 I Gem Lake -- White Bear Township Available Fire Flow As with the White Bear Lake fed Gem Lake system modelling, available fire flow in this report is defined as the flow capacity at a point in the water distribution system which causes the pressure to fall to 20 psi residual pressure. As discussed in Section 3.2.1, some areas of Gem Lake are predicted to already experience pressures close to 20 psi without a pressure booster station, so as would be expected the available fire flow for the higher elevation areas are low as shown in Appendix G-3. A pressure booster station would be required to provide adequate fire flows throughout Gem Lake. Running the model with the booster station scenario, available fire flows were analyzed as shown in Appendix G-5. As can be seen in Appendix G-5 a pressure booster station can provides Gem Lake with adequate fire flows. 4 Future Water System Co *rations Currently the residents and businesses within Gem ake receive water supply from varying sources. Similar to the 2006 Municipal Water Supply Feasibility Study, this water supply feasibility study evaluates the potential for a centralized water distribution system within Gem Lake with water provided by a single source. Per direction provided by the City, the scenarios explored in this study included water supply connections to either the White Bear Lake or White Bear Township systems. For the purposes of this feasibility study, the systems modeled evaluated ability to serve Gem Lake from a single connection to either the White Bear Lake or White Bear Township systems. Once purchased and delivered into the Gem Lake system, maintaining water quality and adequate system pressures and flow will be the responsibility of Gem Lake. While modeling showed a single connection to be adequate to serve Gem Lake, multiple connections to whichever City will be supplying water are recommended to be further explored in subsequent design phases in order to provide redundancy and operational flexibility. One of the key benefits of a single source for a centralized water supply system is the ability to provide a looped watermain system, minimizing distribution system piping dead ends and the associated potential concerns for water quality issues. Although ideal to provide a looped system, as shown by the 10-inch watermain loop in the scenarios modeled, there is the potential to provide connections to multiple neighboring systems as long as these service areas remain separate. For example, the commercial area on the east side, currently connected to the White Bear Lake system, could potentially remain fed by White Bear Lake while a separate looped watermain system fed by White Bear Township could be constructed for the residential areas of city. The scenarios modeled for this feasibility study assumed that all service connections with the City would be fed with water from the new centralized water distribution system. Existing services in the City currently fed by other communities are assumed to be replaced with new service connections. In previous studies. as discussed in the 2020 City of Gem Lake Comprehensive Plan, the City also evaluated a potential water system scenario based on three potential water service areas, each one being served by the nearest surrounding community's distribution system. The end result of this scenario would be three separate water systems in the City, with the east side being fed by White Bear Lake, the north side being fed by White Bear FEASIBILITY STUDY UPDATE City of Gem Lake, MN Page 9 Township, and the south and west sides being fed by Vadnais Heights. Numerous system layout alternatives are possible should the City decide to proceed with separate water service areas from more than one source. Evaluation of these numerous alternatives was not included in the scope of this feasibility study; which looked at potential for a centralized water distribution system within Gem Lake with water provided by a single source. 4.1 Future Water System Construction Phasing By necessity, new distribution system piping will need to be constructed in the vicinity of connections to other City's first and then expanded away from the connection. Based on this, the most likely phasing scenario is to construct watermain in the eastern side of the City and expand west. Localized water quality concerns, either known or that may arise in the future, at locations within the City may drive phasing priorities of where the new water mains are constructed. Future Water System Estimated.: Costs The proposed pipe routes primarily go through already existing roads and developments. Cost estimates were developed for installation of the proposed water distribution systems. These cost estimates include conceptual level estimates for construction of the proposed systems, including removals and restorations, e.g. pavement removal and repair, required for watermain installation. These costs are conceptual, order -of -magnitude estimates. Estimated costs are considered Class 4 Feasibility Estimates as defined by AACE cost estimate classification system, with an expected accuracy range of -30% to + 50% based on project definition (up to 15% complete design) level analysis. 5.1 Connection to White Beer Lak Mj The estimated cost for a water distrib system within Gem Lake with source water provided by White Bear Lake is summlTed in Table 7. A more detailed cost estimate is provided in Appendix I. FEASIBILITY STUDY UPDATE City of Gem Lake, MN Page 11 0 Appendix A MDH Gem Lake 1.4-Dioxane Fact Sheet M*%6 DEPARTMENT OF HEALTH 20211,4-Dioxane Private Well Testing Update - Gem Lake and the White Bear Area HEALTH ASSESSMENT SERIES 8/24/21 In 2020, 6 private wells out of a total of 54 sampled had detectable levels of the chemical 1,4-dioxane (1,4-Dx). Concentrations in all 6 wells were below the Minnesota Department of Health (MDH) Health Risk Limit (HRL) for drinking water of 1 part per billion (ppb) and were not of health concern. Follow up sampling began in July 2021. Initial results of the sampling have shown that 8 wells have 1,4-Dx above the MDH HRL, ranging from 1.1 to 3 ppb (see map for general locations below). Affected residents have been contacted and will receive bottled water. Additional results are still pending and this document will be updated as they are received. 2021 Private well testing results for 1,4-dioxane 2021 1,4-DIOXANE PRIVATE WELL TESTING UPDATE IN GEM LAKE AND THE WHITE BEAR AREA July/August 2021 testing In December 2020, the Minnesota Pollution Control Agency (MPCA) directed Water Gremlin to submit a work plan to sample additional private wells within a one -mile radius of the Water Gremlin facility, including those wells with previous detections of 1,4-Dx. Water Gremlin's environmental consultant, Wenck, sent letters to 129 residents requesting access to collect and test a sample of their well water, including some homes just beyond the one -mile radius to include everyone along Goose Lake Rd, where 1,4-Dx was detected in 2020. Wenck received permission to sample the water from 49 wells on 48 properties. MDH staff also collected samples at the same time as Wenck from 15 wells to verifytesting results. These MDH-collected samples were analyzed at the MDH Public Health Laboratory and several of the sample results are still pending. The samples collected by Wenck were tested by Pace Analytical and results were reported directly to MPCA. Sixteen wells are being resampled after a quality assurance/quality control issue was identified, so additional results will be forthcoming. MDH will also be collecting additional samples. Currently, results from 33 wells are available. Of those, 1,4-Dx was detected in 20 private well samples: 8 were above the HRL and 12 were below the HRL. The Public Health Lab reported similar results as the lab used by Water Gremlin. 1,4-Dioxane health risks The 1,4-Dx HRL of 1 ppb represents an amount of a contaminant that poses little or no health risk to those drinking the water daily for a lifetime, including sensitive or highly exposed people. 1,4-Dx is considered a likely human carcinogen, based on studies of animals exposed to very high amounts. Concentrations detected in well water in Gem Lake are just above the HRL and present a low health risk. 1,4-Dx breaks down quickly in the body and is eliminated within several days. Is the source known for 1,4-dioxane detected in private wells? The distribution of the 1,4-Dx detections in the private wells makes the source unclear. Additional sampling efforts to identify the source are ongoing. Samples of shallow groundwater (less than 100 feet below the ground surface) were collected from borings drilled on the Water Gremlin property as part of monitoring required in December 2019 and the summer of 2020. This monitoring showed 1,4- Dx at concentrations greater than the HRL. In January and February 2020, MDH sampled 11 private wells, detecting 1,4-Dx below the HRL in 3 wells. Water Gremlin sampled 44 more private wells in July 2020, but detected 1,4-Dx in only 3 additional wells, also below the HRL. To better understand the occurrence, movement, and the source of 1,4-Dx in the area, additional data collection and analysis is required. [Note: White Bear Lake city water was tested in March 2020 and no 1,4-Dx was detected.] 2021 1,4-DIOXANE PRIVATE WELL TESTING UPDATE IN GEM LAKE AND THE WHITE BEAR AREA Next steps After results from the July/August 2021 sampling round are in, MPCA/MDH will determine the locations of any additional residential well sampling. Water Gremlin is currently drilling additional monitoring wells near their facility to evaluate the water quality and flow direction in the deeper sand aquifer. This is the aquifer from which most nearby private wells appear to be getting their water (based on the few available well logs for private wells in the area). Questions? Unregulated contaminants do not have legal limits for drinking water. Detection alone of a regulated or unregulated contaminant should not cause concern. The meaning of a detection should be determined considering current health effects information. We are often still learning about the health effects, so this information can change over time. Let the water run for 30-60 seconds before using it for drinking or cooking if the water has not been turned on in over six hours. If you have a lead service line, you may need to let the water run longer. A service line is the underground pipe that brings water from the main water pipe under the street to your home. You can find out if you have a lead service line by contacting your public water system, or you can check by following the steps at: https://www.mprnews.org/story/2016/06/24/npr-find-lead- pipes-in-your-home The only way to know if lead has been reduced by letting it run is to check with a test. If letting the water run does not reduce lead, consider other options to reduce your exposure. 2. Use cold water for drinking, making food, and making baby formula. In most cases, letting the water run and using cold water for drinking and cooking should keep lead levels low in your drinking water. For example, if a person sprays an herbicide with a garden hose, the herbicide could enter the home's plumbing and then enter the drinking water supply. This could happen if the water pressure in the hose is greater than the water pressure in the home's pipes. Home occupations can vary in scope and definition from place to.. place, but typically they are considered a use or activity carried out. in a residence by the. occupant. Such use or activity not change the character of the residence and is often defined asbeing incidental, ancillary, or secondary to th& primary use, .which in this case would be residential. The goal of updating these requirements and regulations is to provide -something that is clear, concise, and makes sense for the community. Given the shifting nature of work during the COVID-19 pandemic; many people are able to utilize their Internet connections at home to compfete the jobs they previously did fn an office. It would be counter -intuitive to. designate such an activity like that as prohibited, nor would it make .sense to require a permitting processfor such an activity. The purpose of having requirements would be to avoid. having `intensive' or `nuisance=creating' activities. from taking place on a residential property, as such uses would be better served in commercial or industrial zoning districts where such activity is expected: and permitted to take place, and to distinguish. what is and is not to be permitted. Nonresident employees who work off the premises may be allowed to visit the premises. If an on -site employee is parking on site. off -site employees shall not leave their vehicles on site. If there is no on -site employee vehicle parked on site, one off -site employee vehicle may be parked on site. • No vehicle associated with the home occupation, including customers or employees. shall be parked on the street or block sidewalks or public easements. If electrical interference occurs, no equipment or process shall be used which creates visual or audible interference in any radio or television receivers off the premises or causes fluctuations in line voltage off the premises. • Storage of materials and goods outdoors is prohibited. • There shall be no fire, safety or health hazards created by the Home Occupation. • Any noncompliance with this subsection shall constitute grounds for the denial or revocation of the home occupation license. • The City Council may waive any of these requirements if the home occupation is located at least 350 feet from a residential lot line. • The City Council may add any additional requirements that it deems necessary to ensure that the operation of the home occupation will be compatible with nearby land uses. Uses prohibited as Home Occupations • A home occupation shall not include the repair of internal combustion engines, body repair shops, spray painting, machine shops, welding, ammunition manufacturing or sales, or other objectionable uses as determined by the city. An application for a licensed home occupation shall be filed with the City Clerk. Upon submitting the application, the applicant shall also pay the license fee, which shall be set by the City Council. Other costs for mailings made to adjacent property owners and publication fees shall also be charged. The Clerk shall forward the completed license application to the Planning Commission for review and recommendation to the City Council. The City Council shall hold a public hearing on the application.
