Mayor Uzpen called the rrme.eting to order at 7:00 p.m. CounciImernbers Artig-Swomley, Bosak, Kuny and

County Sheriff Jack Serier and student Dan Petersen.

Sheriff Sprier updated the council on progress. Within the Sheriff 5 Department in 2.016:. Highlights
included — Lexus/Nexus crime mapping tool; RMS system; PRIME (Positive Responsible Inmates
Managed Effectively) a irmanagement tool for inmates within the jail system, Fright Farrn over $100,000
raised during the 2016 event, also encouraged citizens to utilize drop boxes for leftover or unused
prescription drugs. Boxes are located at 325 Grove, 5t. Paul,14..11 Paul Kirkwold Drive, Arden Hills and
North St. Paul City Hall, 2400 Margaret; Nardi 5t. Paul.
Resolution 2017-01-City Appointments
A motion was made by Councilmembe. r Lindner, seconded by Councilmember Bosak to approve
Resolutidn 2017-01 appointing individuals and firms to perform the functions necessary for supporting
City of Gem !Lake City Council Meeting minutes, January 17, 2017 Page 1
the governing body of the City of Gem Lake, Ramsey. County, Minnesota. Motion passed; Resolution
approved.
Fee Schedule

High Tech Auto CLIP Renewal
A condition of High Tech Auto's conditional.use permit is that High Tech apply yearly to renew their CUP.
No concerns or complaints have come. in regards to High Tech Auto. COO ncilmember L€ndner made a
motion to renew High Tech Auto's CUP for 2017, Councilmember Bosak seconded, Motion passed. High
Tech Auto Conditional Use. Permit was approved for 2017.

Mr: Gitz[off updated the Council on progress on the Rush Line Pre -Project Development Study. Citizens

Fee Schedule
Council reviewed the current fee schedule. Agreed to change the fee schedule for the conditional use
permit, rezoning permit and PUD to mirror what White Bear Township charges. Agreed. to have
Attorney Kelly draft a l.etter.similar to the Township's attac.hrnent for permits.
Goose. Lake Road Property
Council discussed the possible purchase of 1633 Goose Lake fora possible park. Mayor Uipen would
contact the current ownerto inquire about purchasing.

discussion about the Hansen property till the.March.City Council meeting. Motion passed. Discussion
took place about the status of the ordinances review and tomprehensive plan,. Another rnotion. was

date and move. the discussion take place at the February City Council meeting, voice vote was taken,

anticipated that they might get the ordinances completed by the end of December;: which due to work
corn mitments, tune constraints and schedules, did not occur, noted that the moratorium is in place till.
June, 2017.

We. are pleased to submit this letter proposal for preparing the technical: sections for and providing
assistance with the City's 2018.Comprehensive Plan. Update as directed by the letter from Director of
Community Development Division, Beth Reetz at.Metropolitan Council to Bill Short dated September 17,
2015.. The updated plan must bB.submitted to Met Council by December 31, 2018.
t This update will provide the City with a guldance document for future planning within the City in
accordance with the Met Council's guidelines. This letter.supplements the: Agreement for Professional
Services between the City of Gem Lake, Minnesota (Owner), and Short Elliott Hendrickson Inc. (SEHI)
(Consultant), for providing professional services.
SCOPE OF WORK
We understand the project to. consist of updating the necessary sections in the current document titled
City of Gem Lake Comprehensive Plan,. November 2013 Amendment. Additionally, the goal ofthe project
will be to update ther plan to meet the requirements and projections outlined in the. City's System
Statement.provided by the Met Council in the. September 2015 letter.
The final updated plan will consist of the following sections;

Preliminary discussion with Met Council yielded vague responses, however, the Met Council was willing
to. find out what is most important to the City of Gem make, and what the City wants. The Met Councit did
express that as the market forces make their way into Gem lake, as seen with. the proposed
developments.. along County Road E,based on their policies and requirements,. any hew residential
developments will need to be 5-units per acre.
Based on the discussions with both the City Council and the Met. Council, .we haVa limited :our. scope of
work to provide only a few technical sections as well as provide guidance or assistance to. the CRy on the
remainder of the plan sections as needed. SEH. will complete sections B, 7, 9, and 12. The City.will be..
complete sections 1, 2, 3, 4, 5, 8, 10 and 11 with. SEH ss an advisory role.
Not included in.thiis. proposal are. any revisions to comments from Met Council or Amendments .to the Final
Plan .as submitted on December 31., 20.18: These will be.billed. on an.hourly basis; as.needed.
Timeliness: in completing the Plan is based upon the City completing the land use section no later than
March 1, 2017: If it is not completed by then,.completion of the sections assigned to SEH will be delayed;
Should the City request SEH to lead the completion of any of the sections that: the City has agreed to
complete, we will negotiate a. contract amendment.
COMPENSATION.
Based. on our understanding af.the project and scope of services,: SEH proposes to complete this work 'for
$77,880. Additional detailsare shown in.the attached task hour budget. SEH will not exceed this amount
without:prior authorization from the City, Compensation for the services will be made on an hourly basis
plus cost of reimbursable expenses.

We anticipate starting our services upon your authorization and following the schedule outline below:
