Meeting Minutes
Mayor. U pen called the: meeting to order at 7:00 p.m. Councilmembers Artig-Swomley, Bosak and
Lindnerarid Kuny were present. Others in attendance: Jonathan Beseman and Mike Donnelly; Waste
Management, Justin Gese, City Engineer, Patrick Kelly, City Attorney, Paul Emeott, Tom Hansen, Lori
Kirchhamer and Shawn Pehrson, members of the. community.

A motion was.made by Councilmember Lindner, seconded by Councilmember Artig-Swo m ley. to approve
the agenda forJune.21, 2016, motion passed. Agenda approved.

Councilmember Lindner made a motion; seconded .by Councilmember Artig-5womley to revoke
Ordinance 127 for short notice. Motion passed.
Temporary Ordinance 128 — Interim Ordinance to establish a moratoriurn
Councilmember Lindner made a motion, .seconded by Councilmember Artig-5womley to approve
Temporary Ordinance 128 — Interim 0rdin.ance to establish a moratorium. A brief discussion.about.the

with Mayor Uipen abstaining. Motion passed,
Otter Lake petition for sewer from Lori_ Kirchhamer
Shawn Pehrson and Lori Kirchhamer presented the results of Ms. Kirchhamer s petition for sewer, The
petition is still in progress; clarification of assessments were discussed. The petition will be brought back
to the July 19, 2016, City Council meeting.

S.E.H. proposal for Sewer for Litter Lake Road
Justin Gese, City Engineer, clarified the two map proposals for sewer on Otter Lake Road and parts of
the east.end of Goose Lake Road. Noted due to.a scheduling conflict,. Mr: Gese will not be attending the
10iy 1A.2016, meeting.
Resolution 2016-10 Waste Management Contract for Recycling
An RFP was sent out far pick-up of recyclables far the City of Gem Lake.. Waste Management, our
current hauler, responded. Our current contract with Waste Management expires in Septeniber, 2016.
Councilmember Lindner made a motion, .seconded by Councilmember Artig-Swomley to approve
Resolution 201640 Waste Management Contractfor Recycling. Motion passed..
Discussion on Flag Rg aising Cerem onyat the July_City Cv_uncil_meeting
The. council agreed that the new flag/pole.dedication would be. at the July;. 2016, City Council meeting.
The V. F. W, has agreed to Host the ceremony. Refreshments will be served.

Monthly Financial Reports
Approved, No.ted::that the 2017 preliminary budget would. be discussed at the August, 2016, City Council
meeting:
Presen#a#ions from the Public
Paul Emeott asked about the. fog lines For Sche.un..eman Road.. The center Line has been .completed
however the fog lines are not dune. Ms. Tessier will check with Ramsey County Public Works as.to the
status. Stated that:SAC monies can be used. for sewer installation. SAC monies will be %part of the July
City Council. workshop.
Open Items for Councilmembers to bring up
Counclimember Artig-Swomley compared the fees. that White. Bear Township charges for an accessory
building compared to the Gem Lake fee: Mayor L1zpen noted that a file has been created for fee
schedule discussion.. Council briefly discussed how sewer and water are assessed,

A RESOLUTION TO AUTHORIZE STAFF TO NEGOTIATE A NEW 2. YEAR.
CONTRACT FOR RECYCLING TRASH.
WFIEREAS, The City of Geri Lake created an RFP and solicited bids on May 2"a; 2016,
WHEREAS, Waste Management has been chosen to be the preferred hauler.
WHEREAS: The contract.with Waste Management expires September 30"', 201:6 and the
new contract would run October 15L; 2016 and expire September 30"',.2018 with a one
year option to extend.
BE IT RE -SOLVED, that the Gem Lake City staff is hereby authorized to negotiate with
Waste Management for a new contract for city wide recycling. of recyclable trash.
WHEREUPON,. the above resolution was adopted at the June 2.1.1% 20.16 regular City.

Temporary Ordillance Nun-iber 1.28
AN INTERIM ORDINANCE PURSUANT TO MINNEESOTA STATUTES SECTION 462.355,
SUBDIVISION 4, TO ESTABLISH A MORATORIUM PROHIBITING THE GRANTING OF
PRELIMINARY SUBDIVISION APPROVAL,. ZONING (CUP VARIANCE) APPROVAL,
REZONING, OR PC.UD APPROVAL WITHIN THE MORATORUM AREA AS DEFINED
HEREIN.
Section 1. Purpose and Intent: The City Council on February 22" a.2016, formed a committee to
review the City's ordinances with the intent to update them as to whether they fulfill the
underlying. purposes of the City's land use and zoning provisions, and prepare them for the 2618
Comp Plan.
Section 2. Moratoriuni Area: Real property West of`liighway 61. Cast of Big Fox Rd, North of
County Road E, South of 21 Daniels Farm Ad, South of 19 Daniels Farm Rd and South of 3
Daniels Farm.Rd in the City of Gem Lake.
Section 3. Restrictions: No approval shall be granted for Subdivision, Zoning (CUP Variance),
Rezoning, or PUD approval. for any property within the Moratorium. Area.
Section 4, :Duration- This Ordinance shall expire twelve months of the passage of this
Ordinance by the City Council or it may be repealed earlier if the Council determines that the
appropriate ordinances have been updated and the zoning codes have been finalized. This
Ordinance maybe extended by adoption not to exceed the.statutory limits in Minn. Stat. 462.355.,
subdivision 4.
Section 5. Variance: The. Council may grant a variance to this Ordinance if the Council finds.
after careful review of all the facts, that a proposal is not contrary to the intent of the 2018
Comprehensive Plan, that it is compatible with the: zoning and. official control amendments being
considered by the City; that it does not adversely impact the health, safety or welfare of the
citizens and that it otherwise meets the requirements of the City of Gem Lake and state law.
Adopted by the City Council of The City of Gem. Lake on this day of
20.16, by a vote of ayes and nays.
