Minutes March 3, 2015 The regularly -scheduled meeting of the Planning Commission of Gem Lake was called to order by Chairperson Benjamin Johnson an Tuesday, March 3, 2015 at 7:05. p.m. at the .Genf Lake City Hall conference. room. 'I MEMORANDUM TO: PLANNING COMMISSION FROM: TOM RIEDESEL DATE: APR€L 2, 2015 SUBJECT: AUTO DETAILING BUSINESS INCLUDING MINOR AUTO REPAIR REQUEST: INTERIM USE PERMIT LOCATION: 1581 COUNTY ROAD E APPLICANTS: SALVADOR TORRES, BUSINESS OWNER SGS HOLDINGS, PROPERTY OWNER ZONING: GATEWAY ZONE, NEIGHBORHOOD CENTER Mr. Torres is requesting approval of an Interim Use Permit which would permit him to lease space in. the SGS Holdings building located at 15.81 County Road E. A portion of the building houses The Black Sea Restaurant, an auto repair business, and vacant space. The northeast portion of the building has been used historically for automotive repair. Mr. Torres is proposing to operate his automotive detailing business using approximately {f 3,000 square feet of the auto repair shop portion of the. building which is approximately 61000 square feet: in area. Mr. Torres has contracts with.several local auto dealers where he picks up vehicles recently purchased by the dealer, usually at auction, and cleans them up for resale. The clean-up, process may involve some minor auto repair as needed, Once completed, the vehicles are returned to the deafer for resale. There are three auto lifts in this portion of the building. Auto detailing and repair work would take place inside of the building. Ten exterior parking spaces would be assigned to. Mr. Torres by the .landlord to park vehicles awaiting work. The SGS Holdings building is located in the Gateway Zone,, Neighborhood Center District, Section 9.6.5 of the Gem Lake Gateway District Development Code, lists the uses which are .permitted or allowed. by Conditional Use. Permit in the Zoning District_ Automotive repair was'a use permitted in this commercial area when the property was. developed. In 2014 an amendment to the Gateway Zoning District: was approved which no longer permits "automotive repair & service". When the City amended the list of uses permitted in the Gateway Zone, Appendix A of the Gateway Ordinance was also adopted. Appendix A defines the process for review of non. -conforming uses in the Gateway Zone. Dry brush carpet and upholstery and apply a pre -spotter tastains. 2. Clean Wheels A. Spray the wheel cleaner directly on the wheel, and allow it to dwell for one minute. If necessary, scrub the wheel with a wheel brush. Thoroughly pressure rinse the wheel, standing at several angles to ensure all cracks .and crevices are cleaned. B. Spray both the wheel and tire with the. cleaner/degreaser; and allow it to dwell for one minute. Brush the tire with a stiff bristled brush, and pressure rinse both the tire and wheel thoroughly. Applying the alkaline cleaner to the wheel helps neutralize any acid left by the. acid -based wheel cleaner. C. Pressure rinse both the tire and wheel thoroughly with the pressure washer. 3. Degrease A. Wet the entire body area around the engine., including glass and body moldings with cool water. This step will prevent alkaline cleaners, or solvent degreasers from spotting the paint. Do not wet the engine as this will reduce the effectiveness of the degreasing. product when it is applied. B.. Spray the engine thoroughly with the cleaneddegreaser, working from the rear to the front. Then spray the cleaner/ degreaser on the inside area of the hood, and on wheel wells; tires, door & trunk jambs and rocker panels. Be. careful not to saturate the firewa11. C, Pressure rinse in reverse order from your application. This allows the product to dwell longest on the engine before being rinsed.. Be sure to rinse the cleaner/degreaser off thoroughly, taking ease not to saturate interior or trunk compartments.. D. Establish a rinsing pattern which ensures. that the..engine is cleaned in a: consistent manner (i.e., start. from the back of the engine and 7. Remove Surface Contaminants A. Mist the area to be treated with Gloss It± or mild sold6on.of soap and water, and rub the.bar over the areas using light pressure, and. working length -wise with the panel. Periodically knead the-b�ar: in order to keep its surface.clean. B. For best results, keep the vehicle surface flooded with soapy water throughout the process, and make sure. the bar is free of .contaminants prior to starting.. C. Rinse all areas treated, then chamois. the. vehicle. dry. H. PAINTED SURFACE RECONDITIONING 1. Dress. Exterior Vinyl & Rubber A: Apply Revive to an applicator sponge and dress the body side moldings, composite bum.pets; fairings, vinyl parts, spoilers, boots, door handles, etc- B. Next, apply the dressing to the tires. by spraying the product on the applicator pad, and. wiping onto the tire. Wipe on in smooth circular strokes, being careful not to g6t dressing: on any other surfaces. 2. Remove Scuff Marks A. Remove scuffs frorri*bumper corners and body side moldings by hand -applying a compoundt.. 3. Apply Cornpoujnd: A. Ma§K off the wiper blades- and windshield. B. Using high speed buffer, buff the painted -surface with Cutting. Glaze and a foarn. cutting -part. Apply the product to an area no larger than 2' :x Z' and -buff:in a slow side to ;side motion,. keeping the pad. flat oh* the. surface and applying light pressure. Working too quickly will not allow the compound toeffectively remove the paint -defects. Also, buffing with the pad. at an angle increases the number of sWirl marks. C. A -clean pad. is Vital to achieving the best quality. Clean tine pad regularly during use, and set a schedule for pad changes.. F III. INTERIOR WORK 1. Clean Interior A. Remove the. ashtrays, empty and place therm to soak in.:a: solution of mild all purpose cleaner. A few minutes of soaking will allow any stubborn dirt to be removed easily. S. Clean vinyl and rubber surfaces, including the. dash, vinyl seats. seat backs, steering column and door panels. Perform this step with an all purpose cleaner. Spray the cleaner onto a clean, lint - *free rag and wipe over the surfaces. Do not spray cleaner directly onto surfaces because it is difficult to control the runoff, -And streaking. may occur. C. For hard to reach cracks and crevices, as well as ldirtier.areas, a detail brush saturated with the:allpurpose cleaner works very well. For more: stubborn stains, apply cleaner to the.affected area With the detail brush or towel, and allow it to soak for 36 seconds. Then agitate with the detail brush and wipe dry with a clear~, lint -free towel. D. Use a consistent up and down or side to side motion when cleaning, and always wipe*surl'aces dry with -a clean, lint -free cloth. E. Next, clean the visors usirig the:911 purpose:ciearier and a clean sponge. DO. NOT soak the headliner since:excessive moisture can came the adhesive to release. The best -approach is to spray a towel with cleaner, blot the headliner, then.wipe.it with a clean towel. F Finally, remove. ashtrays from the. cleaner solution, wipe.clean, and place them hack into the vehicle. 2. Clean Glass A. Clean interior and exterior glass with glass cleaner and a Pint -free cloth designed for window cleaning. Be sure to clean interior mirrors, rearview and vanity mirrors on visors, and the rubber strips around the doors. B. Wipe consistently in the same. d irectiom—side to side on iriteriors and up and dawn on exteriors.
