Minutes of Gem Lake City Council Meeting
19 March 2013
The regular meeting of the City Council of the City of Gem Lake was called to order by
Councilmember Lindner on Tuesday, March 19, 2013 at 7:02 pm in the Gem Lake City
Hall meeting room.
The following Councilmembers were present: James Lindner, Faith Kuny and Richard
Bosak. Members of the public attending per the sign in sheet sent around the room.
APPROVAL OF AGENDA AND MEETING MINUTES
City Council Agenda: Councilmember Lindner called for additions, deletions and
corrections to the agenda. Upon motion by Councilmember Bosak, and seconded by
Councilmember Kuny, the March 19, 2013 agenda was approved. Ayes — 3,
Nays — 0.
City Council February Meeting Minutes: The February 2013 minutes were presented
and corrections were not needed. Upon motion by Councilmember Kuny, and
seconded by Councilmember Lindner, the February City Council minutes were
accepted. Ayes — 3, Nays — 0.
OLD BUSINESS
Newsletter: Councilmember Kuny attended the February Ramsey County Sheriff's
Department Contract Communities Committee meeting. She stated that recently there
have been many UPS thefts in neighboring communities. Councilmember Bosak
suggested it as a topic for the newsletter.
NEW BUSINESS
Claims for March 2013: The claims for March were discussed and authorized to pay.
Upon motion by Councilmember Lindner and seconded by Councilmember Bosak, the
claims for March 2013 passes. Ayes — 3, Nays — 0.

Monthly Financial Reports: The City Council received and reviewed the February and
March reports. Councilmember Lindner stated that he did not know we budgeted for
fines.
PRESENTATIONS FROM THE PUBLIC
None
OPEN ITEMS FROM THE CITY COUNCIL
Councilmember Lindner stated that VLAWMO will again reimburse 50% (with a
maximum) for rain barrels and cisterns this year.
The City received an email from resident Tim Heil, stating that the plowing of Big Fox
Road has been well done this year.

A RESOLUTION FUNDING THE GEM LAKE SCHOLARSHIP AND AWARDING
THE SCHOLARSHIP TO
WHEREAS, The City of Gem Lake created a secondary scholarship for the year 2013,
WHEREAS, The City of Gem Lake awards,
BE IT RESOLVED, that the City Treasurer is authorized to send to
WHEREUPON, the above resolution was adopted at the April 16th, 2013 regular City
Council Meeting for the City of Gem Lake, Ramsey County Minnesota, made by Council
Member XXXXX and seconded by Council Member XXXXX with a vote of (yes)
and 1 abstention.

RESOLUTION APPROVING STATE OF MINNESOTA JOINT POWERS AGREEMENTS WITH THE CITY OF
ON BEHALF OF ITS CITY ATTORNEY AND POLICE DEPARTMENT
WHEREAS, the City of on behalf of its Prosecuting Attorney and Police Department
desires to enter into Joint Powers Agreements with the State of Minnesota, Department of Public
Safety, Bureau of Criminal Apprehension to use systems and fools available over the State's
criminal justice data communications network for which the City is eligible. The Joint Powers
Agreements further provide the City with the ability to add, modify and delete connectivity,
systerns and tools over the five year life of the agreement and obligates the City to pay the costs
for the network connection.
NOW, THEREFORE, BE IT RESOLVED by the City Council of Minnesota as follows:
1. That the State of Minnesota Joint Powers Agreements by and between the State of Minnesota
acting through its Department of Public Safety, Bureau of Criminal Apprehension and the City of
on behalf of its Prosecuting Attorney and Police Department, are hereby
approved. Copies of the two Joint Powers Agreements are attached to this Resolution and
made a part of it.
2. That the _[title] -, _[name] or his or her successor, is
designated the Authorized Representative for the Police Department. The Authorized
Representative is also authorized to sign any subsequent amendment or agreement that may
be required by the State of Minnesota to maintain the City's connection to the systems and tools
offered by the State.

position name] is appointed as the Authorized Representative's designee.
