RESOLUTION NO. 94 - 09
WHEREAS , the City of Gem Lake contracts with the Ramsey County
Sheriff's Department for Law Enforcement Services in the City; and.
WHEREAS, Ramsey County has requested an amendment to said contract
allowing the purchase of alternative insurance for the contract
cities through the Minnesota County Insurance Trust via a Joint.
Powers. Agreement with a term of three (3) years; and.
WHEREAS, said amendment will significantly insurance costs for law
enforcement provided to the contract cities; and
WHEREAS, said reduction in costs is consistent with the City of
Gem Lake guidelines for providing all government services to the
community at the lowest possible cost and, therefore, is in the
best interest of the business and residential citizens of .Gern Lake.
NOW THEREFORE .BE IT RESOLVED that the City Council of the
City of Gem Lake does hereby empower the Mayor and City Clerk to
execute the aforementioned Amendment To Contract o11 behalf of the
citizens of .the. City of Gem Lake allowing Ramsey County, on the
Ci ty' s. behalf, to enter into a Joint Powers Agreement with the
Minnesota County Insurance Trust for the purpose of purchasing
insurance for the Contract. Cities.

Georgiann Schulte, with Ramsey County Risk Management, summarized
the Groups: existing premiums {effective May 1., 1994), as

Ms. Schulte explained thati the proposal requires Ramsey County
to enter into a Joint Powers Agreement with MCIT. The Group would
then become a member of a "self insurance pool", which was

established by MCIT. All members of the pool could be adversely
affected if there are unexpected losses that jeopardize the
pool's reserves (i.e. environmental expenses). However, records
indicate that MCIT has provided dividends back to its members;
$2.1 million in 1991, and $2.8 million in 1992. Ms. Schulte
noted that in order to participate in the MCIT Insurance Program,
the Group must commit to a 3-year membership, and all of the
contracting communities must join, which would require each
community to sign an amendment to their Police Service Agreement
(Section 2-4), accepting responsibility for its share of any
surcharges made by MCIT.
Ms. Schulte noted that MCIT is a non-profit agency, and no broker
fees are charged. MCIT is administered by Meadowbrook Insurance,.
an insurance administration consultant. Eighty-three counties
currently participate (Hennepin, Ramsey and St. Louis Counties
are not members). Meadowbrook provides inspections and offers
several service and training programs.
MCIT By -Laws require allowing agents access to facilities, prompt
reporting of potential claims, full cooperation in claim.

prompt premium payment.
Ms. Schulte agreed to fax a copy of a proposed amendment to the
Police Service Contract to each community. She will need to
receive formal City/Township amendments prior to presentation to
the County Board.
If the Group agrees to contract with MCIT, there will be a 1O%
administrative fee for conversion to the current carrier for
auto and professional liability, but not for worker's
compensation.
Schwerinmoved that the Contract Communities support. moving the
insurance accounts to MCIT. Person seconded. Ayes all.
COMMUNITY SURVEY
Phil Power, St. Paul Bureau of Criminal Apprehension, explained
the purpose of policing surveys as follows: 1. to assess
community perceptions of their police service (police/community
good will, responsiveness, effectiveness); 2. to sample public
attitudes concerning crime issues (perceived frequency of
specific crimes, perception of crime related problems, support
for crime fighting measures); 3. to determine factors that
affect public perception (impact of news media, availability of
accurate, favorable information). Survey design, cost
(approximately $.73 per response) and tune -lines were discussed.
Mr. Power could be hired as a consultant to perform the survey.

Sheriff Contract Group Minutes.

COUNTY. ATTORNEY CANDIDATE
Susan Gaertner, Director of the Human Services Division of the
Ramsey County Attorney's Office, introduced herself to the
members of the Group and summarized her professional experience
and her reasons for seeking the County Attorney position. She
noted that she served as the Assistant County Attorney for 10
years, and that she is the only candidate with County Attorney
experience.
BADGES IN BUSINESSES
Dornbusch explained, that the grant money for this project has.
been depleted, and therefore not available for the contract
communities. We will be notified when/if future funding becomes
available.
POLICE HIRING SUPPLEMENT - GRANT. STATUS
Bergeron reported that Our grant application has not been
accepted for funding. In igeneral, successful applicants
demonstrated severe heeds. We have been added to the list to
receive future grant announcements (see attached
correspondence).
PARTNERSHIP MINNESOTA
The Governor's Office has issued each of the contract communities
a Certificate of Commendation (see attached correspondence).
BUDGET DISCUSSION
Bergeron explained funds received ($1,339.55) at the June 6th.
Auction, The Group directed him to dedicate these funds to
support the. Explorers, and if there are funds left over, also to
the DARE Program.
Two new deputies will.be phased in to staff an eight hour squad
fdr the Rice Street corridor. In February, 1995,'a new deputy
(scheduled on a 5 and 2 shift, with Sunday & Monday ❑ff), would.
be hired so that their training will be completed by the summer.
This would result in adding 11/12 of one deputy to the 1995.
contract estimate. This deputy will be divided up per the
agreement reached by the four communities involved as follows:
Little Canada +1/3; Shoreview +1/6; Vadnais Heights +1/3; White
Bear Township +1/6.
Hanson proposed that the traffic car become the power shift car,
and asked the. Group to consider the two proposals in terms of
priority.
Short suggested, that as an alternative, Little Canada be

allowed to drop the Traffic Sheriff Deputy for 1995, and to
redistribute the cost to the remaining communities.
Urban felt the Group should try the program as proposed in 1995
and evaluate the traffic car before committing to 1996. The
Group agreed with this concept.
Dornbusch will provide a 1993 traffic car report and fine
estimates.
The Group plans to finalize the budget next month.
OTHER BUSINESS
The DARE Golf Tournament will be held on August 16th. at Keller
Golf Course. The Entry Fee is $75. Dornbusch will bring sign up
information next month.
Bergeron requested that each community provide a list of the
businesses located within that community, along with the current
key holders for the businesses (at least two, a primary and a
back-up).
It was noted that the Shoreview Public Safety Commission will
host a meeting to "Meet the Sheriff Candidates", on July 20,
1994,.at the Shoreview Community Center, time to be announced.
NEXT MEETING DATE
The next meeting is scheduled to be held on July 14, 1994 at the
North Oaks Country Club.

Police Hiring Supplement Program. We received 2,760 applications
for grants to hire additional sworn law enforcement -officers.
The competition for these grants was very intense. With program
funds limited to $150 million, we were able to award 250 grants,
or fewer than in 10 of all who applied. Your application was
not among the few accepted for funding.
Your application, along with all others submitted under this
program, was evaluated by a team of reviewers according to the
weighted criteria set forth in the Program Announcement. The
Police Hiring Task Force reviewed all highly scored applications
and made funding recommendations. We appreciate the time and
effort you took to prepare the grant application; many excellent
proposals were not funded. In general, successful applicants.
demonstrated severe needs and provided strong community policing
strategies.
The extraordinary response to this program demonstrates the
magnitude of unmet public safety needs in communities across the
nation. As an applicant to the Police Hiring Supplement Program,

CITY OP GEM LAKE
About This Report:
This report shows a four year comparison of incidents reported
in the second quarter which were investigated by the Ramsey
County Sheriff's Department General Investigations Unit. The
incidents are broken down into categories and offenses.
Attached are two reports showing all investigations for the
current quarter and a report for the entire year 1994; these
include one for your city and one for all the contract cities
combined.
In addition to the regular reports of crimes investigated I
have included calls for service reports for the same period.
Crimes investigated are those which are actually assigned for
follow up work versus calls for service which may have been
resolved at the street level.
In comparing previous second quarters for the past 4 years
there are no trends indicated and the crime rate remains
remarkably low.

By looking back throughmy files for the past few years
1 have found that the patching and cra.okf filling has averaged
about $700 - $800 a year on the years you did any patching.
Judging by this and the eondit .on of your roads I an
relatively sure that you should be able to keep your roads
free of pot boles, cracks and broken curbs for an amount
close to this without exceeding $1000 per year.
Sealcoating should also be part of your 'maintenance
program. Your streets should remain stable if patched Yearly
and sealcoated approximately every 5 to 6 years. To help
spread out the additional cost I would suggest you divide
your streets into.three areas:

By 'sealcoating one area every other year I believe you will
be able to keep these streets in proper maintenance. The

On June 21, 1994, you executed a cooperation agreement
between the City of Gem Lake and the Ramsey County Housing and
Redevelopment Authority to enable Ramsey County and Gem Lake to
participate in the U.S. Dept. of Housing and Urban Development's
Community Development Block Grant (CDBG) and Home Investment
Partnership Act (HOME) programs.
Regional counsel at the area HUD office requires that with
each community's agreement be supported by a copy of the city
council resolution authorizing its execution, or a certified copy
of the minutes of the council meeting at which execution was
authorized, or an opinion from the city's legal counsel
authorizing its execution.
This is the one remaining missing piece of documentation
for all of Ramsey County to complete the approval process for the
next three year period. Please forward one of the above
mentioned documents to Judy Karon, Director of Community and
Economic Development as quickly as possible. You may wish to fax

RESOLUTION NO. 94-12
WHEREAS, the City Council of the City of Gem Lake wishes to comply
with the Truth In Taxation Laws of the State of Minnesota,:and
WHEREAS, compliance With said laws: requires a public hearing to be:
scheduled and held on said scheduled date to hear public comments
on proposed City budgets and property tax levies' by the City, and
WHEREAS, said levies shall truthfully reflect the City's projected
revenue needs for fiscal year 1995 in accordance with the City's
19:95 budget, and
WHEREAS, the City Council of the City of Gem Lake did convene at
it's regular meeting on 08 August 1994 to discuss said budget and
levies;
NOW THEREFORE BE IT RESOLVED that the City :Council of the City of
Gem Lake does hereby .empower the City Clerkto establish a 1995
final City Budget of ninety-two thousand four -hundred ($92,4.00)
dollars which includes .eighty--f.our thousand ($.84:, 000) dollars of
regular tax revenues and eighty-four hundred ($.8.,40)) dollars of
HACA, and
BE IT FURTHER RESOLVED that said amount be reported to the Ramsey
County Department of Property Taxation and Records, Revenue
Division - Tax Accounting Department for purposes of public record,

BE IT FURTHER RESOLVED that a Truth -In -Taxation Public Hearing
shall be held at 7:00 p.m. on. 8 December 1994 in the first floor
meeting room of Tousley Ford located at 1493 County Road E East in
the City of Gem Lake to hear public comment on the City's proposed
19.95 budget and property tax levy with a continuation date of 14
