Gem Lake Planning Commission Meeting
1 December 2009
The regular meeting of the Planning Commission of Gem Lake was called to
order by Chairman Craig Rafferty on Tuesday, December 1, 2009 at 7:03 p.m. in
the Gem Lake City Hall conference room.
The following members were present: Chairman Craig Rafferty, Planning
Commission members Beth Herzog, and Derek Wippich.
APPROVAL OF AGENDA AND MEETING MINUTES
Planning Commission Agenda: Chairman Rafferty asked for any changes,
deletions or added agenda items. None was given, so proceeded to move
forward with the meeting.
Planning Commission Minutes: Chairman Rafferty called to approve the
October Planning Commission meeting minutes. The October Planning
Commission minutes were discussed and upon motion by Herzog and seconded
by Wippich. The October minutes were approved. Ayes — 3, Nays — 0.
OPEN FORUM
Hansen Property (West of Daniels Farm Road): Planning Commission Chair
Craig Rafferty stated that tonight there would be a conceptual idea being
presented for input and direction. Mike Brass from NAI Welsh gave a
presentation to the Planning Commission representing the Hansen family and the
property located on County Rd E. Eric Anderson frorn Ryan Corporation made a
presentation to the Planning Commission describing the Senior Living and
Assisted Senior Living phase for the Hansen property.
Lou DeMedici, III from Medici Development gave his presentation describing his
proposal for single-family homes. This development is geared for an active adult
and meeting their demands with the homes built around a courtyard for the
residents to enjoy. There is no age restriction and square footed ranges from
1500 square feet for a smaller home, 1700 square feet for a medium size home
and 2000 square feet for the larger home. They are proposing to build 32
homes. No basements will be built to keep it to a single level home. They want

to keep the siding and windows the same design and color. Proposed road
would be wide enough for emergency vehicles and would create green space
versus buffer land.
Tom Hansen was out of town but would like to donate a part of the land to the
City of Gem Lake. The City of Gem Lake would be responsible for the buffer
expenses.
Concerns from the Planning Commission were the price range of the homes and
cost to the City of Gem Lake. A bigger concern was the buffers, landscaping and
neighbors. Also mentioned was the cost that the City of Gem Lake would have
to contribute to this development for paying for the streets. The developers will
come up with a rough estimate of the costs that the City will be responsible for.
The road issue will need to be evaluated and addressed. The developers have
the Zoning Ordinance and will view the updated Ordinance. Will have a visual
tour for the Planning Commission to view and give a list of communities where
their homes have been built. Chairman Rafferty stated that he appreciates the
fact that there are no demographic limitations to these projects and that they fall
in place on their own and there are no age or gender restrictions to the project.
The Planning Commission will discuss some questions with the City Clerk.
Isolated Property North of Tousley: Chairman Rafferty talked to
Councilmember Rasmussen about his road as it relates to building the new
community. The City might have an obligation to provide access to the road.
Will have to work to find a solution for this property.
Green City Concept Discussion: No discussion at this time.
Developer Deposit Schedule: Chairman Rafferty asked if we have one in
place. Mayor Uzpen stated yes the city does and that the 2010 fee schedule will
be available shortly.

ADJOURN
The December 2009 regular meeting of the Planning Commission was adjourned
at 8:30 pm. Chair Commissioner Rafferty motioned to adjourn, seconded by
Commissioner Wippich. Ayes — 3, Nays — 0.
