COMMISSION OF CITY OF GEM LAKE
23 January 1995
The January meeting of the Gem Lake Planning Commission was con-
vened at 7:02 pm on 23 January 1995 in the first floor meeting room of
Tousley Ford. Present were Mayor Emeott, Clerk Magnuson, Treasurer
Nordstrom, Mr. Titcomb, Mrs. Docken, Mr. Nielsen, and Mr. Arend. Also
present was Mr. Mike Gerner.
Clerk Magnuson verified that the meeting had been duly published in
the 11 January 1995 edition of the White Bear Press.
Mr. Gerner was then recognized. Mr. Gerner stated that he has filed
an application for a variance from the Zoning Ordinance rear yard set
backs to allow construction of a sixty (60'011) foot x one -hundred twen-
ty-five (125' 0") foot steel building on the property located at 3630
Scheuneman Road currently owned by Mr. Richard Hansen which he intends
to purchase. The purpose of the variance is to allow the building to run
parallel with Scheuneman Road and to allow adequate parking surface for
fifteen (15) cars. Mr. Gerner noted that the property currently contains
a run down single family dwelling that was moved onto the property by
Mr. Hansen and that said dwelling is currently rental property. He
proposes to bulldoze house and land for construction of the building
which will provide rental storage of antique__and classic automobiles.
Some concern was expressed by Mayor Emeott regarding an easement
granted by all Scheuneman Road property owners to the Metropolitan
Council Wastewater Services for the sewer interceptor and cautioned Mr.
gerner to examine the easement prior to commencing construction.
After further discussion and upon motion duly made (Titcomb) and
seconded (Docken), the Planning Commission unanimously recommends that
a variance from the Rear Yard Set Back in Section 19.5 of Ordinance No.
43 be granted with the following conditions:
A) Construction and Variance Implementation is contingent upon
acquisition of the property by Gerner from Hansen; and
B) The building is to be constructed as shown on drawings filed
with the application; and
C) No existing mature trees shall be removed without consent of
the Planning Commission; and
D) A maximum -narking spots are to be provided on the bitum-
inous surface; and
E) A minimum planting of not less than four (4) deciduous trees
at least six (6'011) feet high along the boulevard with appropriate
ground cover and shrubbery shall be completed; and
F) No artificial above ground lighting shall be installed on the
property without submission to and approval of the Planning Commis-
sion of a lighting plan.
Mr. Magnuson then distributed an initial draft of a developers
agreement for Planning Commission review. He stated that he and Mr.
Gardner have discussed the need for such a document in the past and that
the format presented is similar to the Tousley Ford Developers Agreement
currently in force. Mr. Magnuson suggested the Commission review the
document and prepare to make comments at their next meeting.
