Gem Lake, Mn 55110 Dear Paul: The Gem Lake Planning Commission met Monday, June 12, 1995, 7:00 PM, at Tousley Ford. Present were Gardner, Titcomb, Niel- sen, and Arend. The notice of the meeting was published in the White Bear Press on May 31. Richard Hiniker and Tom Bennett of Tousley Ford presented their request for a variance from the sign ordinance to allow them to erect several new signs to complete the renovation of their dealership. They wish to replace the main entrance pedes- tal sign on "E" with a very large, lighted, two-sided sign 10'X 16' on a 16, pedestal (Exhibit A)(the most southerly edge must be 19' north of the curb, i.e. 10, north of the County right-of- way). They feel that the current sign is too small, and too low, to be properly visible. They also wish to locate a low, lighted sign in front of the large elm tree just inside the new entrance directing traffic to parts or sales/service (Exhibit B). The new portico entrance to the building would be decorated with the words "entrance, new/used" (Exhibit C) on either side (i.e., east and west), and IlTousleyl' with the new lighted Ford logo sign on the front (south)(Exhibit D). The result would be a net addition of one new sign and a total signage of 1087 square feet, versus the ordinance limit of 674 sf. Discussion focused on the need for such a large sign at the entrance and at the parts depot. Mr. Gardner suggested that if they removed the words IlTousley" and "Depot" from the parts depot, leaving the very large letters "Parts", and sized down the new entrance sign, they could come very close to complying with the ordinance. Mr. Bennett feels strongly that the parts busi- ness is a separate entity and needs very clear identification, particularly since it is located so far back from the street. They also feel that the trees currently obscure the entrance sign, and, in order to encourage customers to use the new entrance, they need to make it more visible. Mr. Titcomb raised the issue of signage at the Sports Center, which has been in limbo since last fall. Mr. Hiniker indicated that they are working on new signage, as well as a general upgrade, at that property, but that they are not yet able to provide us with a plan. Mr. Bennett suggested that they will likely end up with one pedestal sign combining several manufac- turers' logos, and the delay is due to obtaining the manufactu- rers' signage requirements. Mr. Titcomb asked if they could get us a plan by September, and they agreed. Mr. Gardner reminded them that the sf limit at the site is 119 sf, and their current total is 277, and requested that the plan show a significant re- duction in signage. He also stated that they are the leading corporate citizen in the area and all other businesses point to them when confronted with a signage violation, and requested that the remaining paper sign on the clothing store be removed, redu- cing the total to 217 sf. They agreed, with the caveat that some identification sign for that part of the complex is required. Tousley is very anxious to establish a water loop into that area of Hoffman Road and requests the City's assistance. This has been discussed many times over the years, and they feel it is a necessary first step to upgrading that block. The Commission concurs and asks the Council to analyze this request. The Commission feels that Tousley Ford has done an admirable job of renovating the property, and has, generally, been coopera- tive in meeting our requests. Further, they have planted trees along Hwy. 61, and, voluntarily, landscaped the front of the dealership. The planned sign program is well -conceived and tasteful. Although it represents a very significant variance from the ordinance, and may set an uncomfortable precedent, the Commission ultimately voted to recommend that the City Council rescind the variance granted last December, replacing it with a variance to the Zoning ordinance as follows: 1. to Section 15.15, to allow for a total of 13 signs, a total of 1087 square feet, and three surfaces in excess of 100 sf, 2. to Section 15.11, to allow an entrance sign of 160 sf per side and an overall height of 26 feet, and, 3. to Section 15.10, to allow the continuous display of the Ford flags on the lightpoles, provided no other banners or flags are used at the site. Mr. Ray Kadechka, 1365 Goose Lake Rd., presented his request for a special use permit. Mr. Arend and Mr. Gardner have both inspected the site and find it well -landscaped and screened on both east and south, with ample room for the building. The Commission voted to recommend that the City Council approve a special use permit under Section 4.5(5) of the Zoning ordinance to allow for the construction of a 261X36' garage, provided a landscape screen is provided on the west side. Mr. Gardner has been in contact with both SEH and Reso- lution,Inc.(the successor to Barton-Aschman in this business), regarding the updating of the Comprehensive Plan and the Commis- sion intends to interview both groups soon. Ft. DATE: May 15, 1995 The applicant desires to build a 26 ft. X 36 ft. detached garage for storage of snowmobiles, trailers and R.Ws. There is a detached garage, 616 sq. ft. already existing on the property, therefore, they will be exceeding the 1,000 sq. ft. allowance for detached buildings on the property. The owner also would like to place the second garage in the front yard. Because of the size of the lot, in excess of 43,000 sq. ft.; the area of the front yard and proposed setbacks of the new building, I would recommend approval of this request. At this time the owner is planting 105 Lilac bushes along the front property line and has many mature trees and evergreens growing in the front yard to help screen this building from adjoining properties. He is also in the process of purchasing some additional property from his neighbor, Larry Kuehn. He will be making an application for a minor subdivision soon. I would recommend approval of this request.
