Dear Paul:
The Gem Lake Planning Commission held its regular monthly meeting
on September 4, 1996, 7:00 PM, at Tousley Ford. The meeting was
rescheduled from September 9, and notice was published in the White
Bear Press both August 21 and 28. Present were Gardner, Nielsen, and
Turner. Also in attendance was Mr. Rob Hansen.
The primary purpose of the meeting was to review the August draft
of the Comprehensive Plan. However, Roger Bromander of SEH was unable
to attend due to a death in his family. As most of the issues require
his attention, the meeting will be continued to a rescheduled date.
Michael Gerner has indicated that he intends to lease additional
parking from Barnett Motors to serve the proposed cabinet shop. The
Commission feels that, provided the spaces are adjacent and leased for
a period of at least 10 years, this would meet the City's requirements.
No Council action is required at this time.
Both Judson Bemis and Neil Wilson of Gem Lake Hills Golf Course
have agreed to a rezoning of their properties to R1 (3 acre minimum),
and the Commission unanimously recommends amendment of the districting
map to change the zoning of all of the Bemis property currently zoned
R3 (36,000 sf) to R1, and all of the Gem Lake Hills Golf Course
property, currently variously zoned R2, R3, and R4, to R1. The
Commission will hold a public hearing on this matter to be held at its
next regular meeting, October 14, 1996.
Discussion then focused on the Comprehensive Plan and some
corrections and additions thereto. At this time, our input is nearly
complete. Assuming our planner can respond adequately to the comments
of the Met Council, and that we can come up with some resolution to the
issue of participation in the Livable Communities Act, we only need the
responses of our neighboring communities to proceed with a public
hearing. The Commission voted to continue the meeting to Thursday,
September 19 3:30 PM at the offices of SEH. The meeting was then
temporarily adjourned at 7:45 PM.
As we are now at a "final draft" stage, I have attached copies of
the August draft of the Plan, as well as the Met Council staff
comments, for the Council's review. Although the entire document is
significant and important, the Commission labored particularly long and
hard on the City Planning Area Policies (5.3, pp. 23-31) and the
Transportation Plan (6.0, pp. 31-40). Also, the insert to the Sanitary
Sewer Plan (7.0) labelled "optional" is a critical policy description.

SEPTEMBER 19 3:30 PM AT YOUR OFFICE. THE TIME AND PLACE CAN BE
ADJUSTED, BUT THE DATE IS FIXED. PLEASE CONFIRM YOUR AVAILABLITY TO
LLOYD NIELSEN AT 429-6325, OR PAUL EMEOTT AT 633-7522, AS I WILL BE
AWAY UNTIL MONDAY, SEP.16. YOU SHOULD HAVE PREPARED RESPONSES TO THE
COMMENTS FROM THE MET COUNCIL AT THAT TIME.
HAS THE PLAN BEEN SUBMITTED TO THE NEIGHBORING COMMUNITIES?
REVISIONS TO THE AUGUST DRAFT:
p.24, line 2: replace "are offered" with "shall be as follows:"
p.29, 5.3.5.B: "Limited" should read "Low"
p.33, 6.1.6: paragraph one, insert a third sentence "In addition, a
private, small -aircraft airport is located in White Bear Township,
approximately 5 miles north of Gem Lake.
p.34, 6.2.1: revise as follows:
Another potential change in the Gem Lake roadway system may
involve Scheuneman Road at the intersection of U.S. Highway 61.
In all instances, the citizens of Gem Lake have a high interest
that changes be designed and constructed in a manner which
enhances the attractive environmentally natural residential nature
of the City of Gem Lake.
p.37, 6.3: delete paragraph B.
p.38, D: revise as follows:
Further development of private roads is consistent with the City's
desire to maintain a low profile government. The City should
oversee the development of private roads to ensure that city
construction and design standards and specifications are met.
p.38, H: replace "small town" with "rustic"
p.39, L: revise as follows:
The City should explore all possible options to substantially
reduce the traffic on Scheuneman Road north of U.S Highway 61.
Options include a cul-de-sac dead-end at the intersection with
Highway 61, or designating Scheuneman Road one-way northbound.
p.40, 7.0: the numbers cited in the first paragraph should be verified,
as they differ from the Mayor's suggested change. Then, delete the
second paragraph, and insert the Mayor's suggested change, starting
with the second sentence of the second paragraph: "To continue with the
"rustic" feeling of the City..."
p.55, 11.6: revise as follows: "All primary and secondary school
students who are Gem Lake residents may attend the schools of District
#624 (White Bear Area Schools). (Is the second sentence necessary?)
and add: "Policy: The City will continue to cooperate with and support
high quality elementary and secondary public education for residents of
Gem Lake.
