HomeMy WebLinkAbout1995 11-20 CC MINUTESMINUTES OF MEETING OF CITY COUNCIL OF CITY OF GEM LAKE November, 1995 The November meeting of the City Council of the City of Gem Lake was called to order on Monday, 20 November 1995, at 7:12 p.m. in the first floor meeting room of Tousley Ford. Mayor Emeott, Council Members Kunin, Birkebak and Nielsen, Treasurer Nordstrom, Mr. Gardner, and Clerk Magnuson were pres- ent. Also present was Mr. Bob Cory. Following Mayor Emeott's request for additions, deletions or corrections of minutes distributed to the Council and questions thereto, the minutes of the 16 October 1995 City Council Meeting were, upon motion duly made (Nielsen) and seconded (Kunin), unanimously approved as presented. Following Mayor Emeott's request for additions, deletions or corrections to the Agenda as distributed to the Council, the Agenda for 20 November 1995 was, upon motion duly made (Kunin) and seconded (Nielsen), unanimously approved as presented. The report of the Planning Commission was then accepted as presented. At the recommendation of the Planning Commission and pending the updating Gem Lake's Comprehensive Municipal Plan, no action was taken regarding the matter of participation in the Minnesota Livable Communities Act due to lack of a motion. Mr. Kirkwold's response to Mr. Magnuson's inquiry was then presented and will be retained as part of the County Roadway Turn backs file. The Community Survey was reviewed with no action taken. Mr. Magnuson then reported on the status of the Hansen/Boyer prosecution matter. The report of the Recycling Committee was then presented. Upon motion duly made (Nielsen) and seconded (Kunin), Resolution No. 95-16, a copy of which is attached hereto as Exhibit "A" was unanimously passed empowering the City Clerk to apply for Score Funding. Magnuson then reported that Dan and Mary Janssen on Little fox Lane report no patching was completed in front of their home when other similar work was performed. Mr. Magnuson then reported on the need to install a guard rail on Goose Lake Road as they have had yet another incident involving a car leaving the road and traveling through their property. Mr. Magnuson then presented a request from Vadnais Heights to participate in an SEH study of traffic controls at LaBore Road and County E which included costs in excess of $4,000 and a request for 50% Gem Lake participation. The request was denied in it's current form for the following reasons: 1) The request addresses only a spot problem which is part of a much larger problem; 2) This problem should be addressed as part of the I-35E Corridor Study; 3) Gem Lake owns 1 of 4 corners at the intersection constituting only 25% of the intersection, not 50% as requested; 4) Significant increases in traffic along both roads is primarily the result of aggressive development in surrounding communities and not in Gem Lake; 1 5) To study this project prior to the LaBore Road extension may be premature; 6) What similar work needs to be done relative to other intersections along the County Road E and LaBore Road common borders. Mayor Emeott agreed to address a letter to Mayor Haider expressing these concerns and to pursue a response in kind from him. Mayor Emeott also noted that Mr. McPhillips has been asked to chair a small ad hoc committee to make recommendations regarding County Road E and LaBore Road evolution in the future. Discussion then followed regarding the City's ability to pass a city Sales Tax with no action taken. The Treasurer's Report, a copy of which is attached hereto as Exhibit "B", and indicating a balance in the General Fund of $53,041.36 and in the Sewer Fund of $32,604.34 was unanimously approved. Payment of bills totaling $17,727.93 and attached hereto as Exhibit "C" was, upon motion duly made and seconded, unanimously approved. Mayor Emeott then noted December will include a Truth -In -Taxation hearing on 07 December 1995 at 7:00 pm. And a regular Council meeting will be held on 18 December 1995. Emeott Mayor 2 MINUTES OF TRUTH IN TAXATION HEARING 07 DECEMBER 1994 PROPOSED 1996 PROPERTY TAX LEVY A Public Hearing on "TRUTH -IN -TAXATION" was convened at 7:20 p.m. by Mayor Emeott on 07 December 1994 in the first floor meeting room of Tousley Ford, 1493 East County Road E, Gem Lake, Ramsey, Minnesota 55110 as advertised by Ramsey County Property Taxation via direct mail to all Gem Lake residents and as advertised in the White Bear Press. The purpose of the hearing was to receive public comment on the Proposed 1996 Budget and Tax Levy for the City of Gem Lake, Ramsey County, Minnesota. In attendance were Mayor Emeott, Council members Nielsen, Kunin, and Igo, and Clerk Magnuson. Also in attendance was Mr. Robert Hansen. Each person in attendance was provided a copy of the Proposed 1996 Budget for Gem Lake, a copy of which is attached hereto as Exhibits "A" and "B". In opening remarks, Mayor Emeott stated the purpose of the hearing and made brief remarks regarding the Truth In Taxation Law and it's requirements implemented in 1994. He also stated that Gem Lake contracts for all it's services and, therefore, the budget will reflect actual or anticipated charges from vendors to the City. Mayor Emeott also stated that no major increases in this years budget resulted from conservative fiscal planning and management of the City's finances. Mayor Emeott then noted that a Continuation Hearing would be held on 14 December 1995 if all public comment could not be heard during the time allotted this evening. Clerk Magnuson was then recognized. He noted that no written comment had been received as of the date of the hearing. Indicating the City Council has had several months to review development of the 1996 Budget, he asked that those present hold questions and comments regarding each segment of the budget until that segment had been presented. Magnuson then proceeded with presentation of the Proposed 1996 Budget, commencing with General Fund receipts and concluding with disbursements. Magnuson noted a minor change in law enforcement expenses will be included in the amount of approximately $533 and that expenses will be adjusted so that the total remains as shown. Mr. Hansen then asked several questions to which Mr. Magnuson and Mayor Emeott responded. No additional comments were offered.
