OF CITY OF GEM LAKE
The September meeting of the City Council of the City of Gem Lake
was called to order on Monday, 19 September 1994, at 7:00 p.m. in the
first floor meeting room of Tousley Ford.. Mayor Emeott, Councilmembers
Igo, McPhillips, and Nielsen, Clerk Magnuson, and. Treasurer Nordstrom
were present. Also present Were Mr, George Jungman and Ms. Georgie
Schultie of Ramsey County Risk Management.
Theminutes of the 08 August 1994 City Council Meeting were, upon
motion duly made and seconded, unanimously approved as presented.
Ms. Schultie was then recognized and she requested execution of a
First Amendment To. Agreement For. Law Enforcement Services, attached
hereto as Exhibit "A" which provides a Joint Powers Agreement with
Ramsey County to purchase insurance for Sheriffs in concert with Con: -
tract Cities Organization. Upon motion duly made (McPhillips) and sec-
onded (Igo), Resolution No. 94-13, attached hereto as Exhibit "B" was
unanimously adopted and said Agreement executed by Mayor Emeott and
Clerk Magnuson.
Discussion of items before: the Planning Commission as contained in
Mr. Gardner' s.. letter to Mayor Emeott, attached hereto as .Exhibit "C"
folloWed with no action taken.
The report of the Recycling Committee was then presented and is
attached hereto as Exhibit "D".
Mr. Magnuson then reported on the DARE line item in the Sheriff's
Proposed 1995 budget, a copy of which is attached hereto as Exhibit "E"
Following discussion and upon motion duly made and seconded, said budget
was unanimously approved.
Mr. Magnuson then presented the minutes of the 21 July 1994 and 18
August 1994 meetings of the contract cities and a Smart Unit notice, a
copy of which is attached hereto as: Exhibit "F".
Discussion then followed regarding need to review and: update fines
and citations scheduleas a direct result of Factory Direct Furniture
citations.
Mr. Magnuson then reported that Fire Inspections will be completed
by the end of October.
:Mayor Emeott then reported on possible action by the MPCA to in-
spect or require inspection of septic systems. The Clerk was asked to
contact the MPCA regarding the. Matter.
Mr. Magnuson then reported that 1995 sewer service charges will be
set at $515 by MCWS.;.a copy of which is attached hereto as Exhibit "G".
Mr. Magnuson then reported he will attend a meeting on 22 September
1994 of Ramsey County cities regarding a turnback schedule.
Mr. Magnuson then reported that Mrs. Leslie Gardner has proposed a
City."Get Together" next summer, possibly at the golf course. Mr. Mag-
nuson was advised to contact Mrs:. Gardner and ask her to organize same.

Mr. Magnuson reminded the Council of 1995 Proposed Budget Truth-rn-
Taxation hearing dates of 08 and 14 December 1994:.
Mr. Magnuson then presented Affidavits For Candidacy for City
offices in the 1994 General Election, noting .elect.r.onic tabulators saved
the city approximately $250 in Election Judge salaries.
Population .and household estimates were then discussed with .no
action taken.:
Upon motion duly made and seconded, renewal of existing certifi-
cates of deposit and purchase of Parks and Playground Certificate Of
Deposit was unanimously approved.
The Treasurer's Report, a copy of which is attached hereto as
Exhibit "H", and indicating a balance in the General Fund of $'86,619.6.4
and in the Sewer Fund of $36,396.86 was unanimously approved.
Payment of bills, a copy ❑f which is attached hereto as Exhibit
"H", totaling $5,718.54 and purchase.of a Parks & Playground Cer:tificate
Of. Deposit in the amount of $1:6,.95:7.00 was, upon motion duly made and
seconded, unanimously approved.
A copy of a letter from Judson Bemis attached hereto as Exhibit "I"
was then read.
The next Meeting of the: City Council will be on 17.October 1994 in
the first floor meeting room of Tousley Ford.
There being no further business, the meeting was adjourned by Mayor
Emeott at 8:44 pm.
