COUNCIL - JULY 16th, 1968 - Hoffmans Corners Hall.
1. THE MATOR CALLED THE MEETING TO RDER AT 8:10 pm, so that Don
Carley ( engineer could also get to the Vadnais meeting ).
2. THE CLERK CALLED THE ROLL -
PRESENT - Hoffman, Ward, Bigelow, Ar°cand, Morgan and Knutson.
ABSENT - None
Also present Dean Kovernick, Roger Goranson, Jacob
Rothstein, John Rothstein, Richard Hansen, Stan Ross
Joyce McGinnis, Ulrich and Jin Terry, Don Carley and
one of his engi§eers .
3. AFTER CARLEY REPORTED AND LEFT THE CLERK READ THE MINUTES OF
THE PREVIOUS MEETTEG HELD JUKE 18th, 1968. Moved by Bigelow
and seconded by Hoffman that the same be approged as read with
correction in iten #5 to the effect that Vadnais W: LL apply for
a Federal grant instead of HAS x=1twdY secured etc.
4. PRESENTATIONS FROM THE FLOOR -
a. Stan Ross informed the council that he was organizing a
group to take a course in city government at the U of M
extension division - I believe there are to be 8 sessions
at a cost of 422.50 for the whole course.
b. R. Hansen asked the clerk if he was going to answer Hansen's
letter &f I believe May 17th (?). The Clerk said that he
was not gpoigg to answer it.
c. Rothstein requested a 30 mile limit on Scheuneman Road and
Kovernick asked for a 30 mile limit and removal of the
Reynolds Aluminum Co., trucks. McGinnis said he would talk
to the superviser of the St. Paul Warehouse & Truck etc. Co.
or to Harry McNeely. ( Kovernick has called since to say
that he is securing a pettt7ion from the residents along
Scheuneman Rd for a 30 mile limit - from the County.
5. REPORTS OF COMMITTEES -
a. Bemis could not be present to report obn the Chrylser light-
ing problem, so the Clerk reported of a telephone report
he had received from Bemis office late in the afternoon.
This report dated July 16th ,1968 from Mr. W. G. MAcDonald
Chief Engineer of THE CERNY ASSOCAITES INC., Twin Cities,
is attached to and is made a part of these minutes. The
Clerk reported that he understood that Bemis hadax advised
the Chysler people that it was the planning; oommitteets
opinion that the Chrysler lot could not have any more light
than the Tousley lot across the street. The Mayor did not
seem enthusiastic about this idea. The clerk pointed out that
if we do not restrict Chrylser to match Tousley we are both
unfiir and can only start a "light war", in Erich nobody
wins and they would probably end up with the residents requ-
esting or demanding " no light ". No act ion was taken or

requested of the council.
6 UNIFINISHED BUSINESS -
a. Don Carley reported on the sewer problem about as follows -
First he presented a map pf the whole area showing; the var-
sewer lines - medium small and large - to serve Vadnais�
Little Canada, North Oaks and part of the White Bear Township.
after explaining this he produced a Gem Lake Map which showed
that the first connection contemplated would be at the Village.
Two branhces io uld come up highway #61, the west one to serve
the dairy and tousley and the east one to turn up old Hoffman
road to serve the shopping plaza and Chrysler. The second conn-
ectiod would come in from Centerville road close to the new
35 E bridge at the back door of the Triangle Inn. This sewer
would serve all the residential area, along LaBore, Goose Lake,
and Scheuneman - north of 61. The reason for this is that the
height' of land runs from the corner of LaBore and East Co8nty
road E, north east to Gem Lake - then mast to the south side of
Bemis and along the West side of 61 and west of Tousley and
the Dairy and Hansen. This map in for our record.
The cost of this connection at Hoffmans Corners is now
estimated at 05,000 which includes a payment to Vadnias of
$16,000 for their share of the work. The later connection is
estimated at $62,000 and the zh ole thing comes to about *100.
per acre - Shorview paid - $350, - Some one else 435 and North
Suburban paid $600. per acre.
Carley will send us the final estimates shortly with sugges-
tions ast to formulas and method of financing. He thinks we will
have well into the fall"to d1scuss and negotiate. As our normal

'is around 7 to 8,000 dollars per year, just the interest
on at even' 5 o is , 250- per year and a thery year payout
would add about $2,800 per year, for a total of $7,000.
7. NEW BUSINESS -
A. Letter from B. L. Edmonds about playgraunds referred to the
planning committee.
b. Letter on Lake shore zoning referred to planning Committee.
c. Moved by Morgan and seconded by Bigelow that the polls for
the primary election on Sept, 10th 1968 open at 9:00 and
close at 8:OOPM, that the following be and are appointed
judges - Mrs. John H. Daniels, head judge, Mrs Chas. J.
Schifsky, Mrs, Cole Oehler, and Mr. Stan Ross with al'yer-
nates and counters of Mrs. Donnelly, Mrs. Morgan, Firs Wred,
and Mr. Jacob Rothstein , all ayes.
d. Registration ends August 20th, -
