COUNCIL - SEPTEMBER 17th, 1968 - HOFFMP_NS CORNERS HALL.
1. THE MAYOR CALLED THE I-1EETING TO ORDER AT 8:07 PM.
2. THE CLERK CALLED THE ROLL -
PRESENT - H. Hoffman, Arcard, Bigelow, Morgan and. Knutson.
ABSENT - JOhn Ward.
Also present Don Carley, Allen Hansen,Dwyer, Ross,
LaBore,and others from Scheuneman Road.
3. VICTOR KNUTSON READ THE MINUTES Or THE PREVIOUS MEETING
HELD AUGUST 26th, 1968 - Moved by Arcand and seconded by
Bigelow that same be approved as read.
4. Presentations from the floor - none
5. REPORTS OF COP24ITTEES -
a. No report from Planning committee on playground.
6. UNFINISHED BUSINESS -
a. Don Carley presented to the council and those present
maps showing the proposed sewer lines from Little Canada
and Vadn&is Heights which will serve Gem Lake. One Line
will come in from the north under the Railroad tracks at
the low point between Brauns and Parenteaus ( Dwyers). The
other line ( ihich becomes two lines ) comes up higway #61
( one on the East side and one on the West side). The
East side would serve the Village proper and Chrysler and
up Scheumeman Road to #61 ( if desired) and the West side
line would serve Tousley Ford and the Dairy along East
County Rd E, but cobly a L ort distance because the high
point is just west of Hansen+s house.
Carley reported that the estekmated cost to Gem Lake of
these lines could be as follows:- ( see also attached
report)
To Little Canada $53,096
to Vadnais Heights 62,689
Local Laterals in Gem Lake 70,691.75
Grand Total 4 18-G, 7 .75
Carley pointed out that there were a number of ways of
financing this deal and gave some figures on front foot
costs which are on the attached sheet.
Carley asked that we pass a resolution declaring Gem Lake's
intent to tie into the sewer system with Little Canada and
Vadnais Heights and that this is consistent with the St.
Paul Metropolitan Sewer Report dated 1964 and with the
Water Pollution Control Comission in 1966. Said resoltuion
was moved by Morgan and seconded by Bigelow and a copy is
attached hereto and is a part of these minutes. All ayes.
Carley suggested that the council meet again in about three
weeks to discuss and make plans for a public hearing to
present various plans to the residents.
It is assumed that Dairy,Tousley,Chrysler Shopping Center
etc., want sewer but we have nothing in $,/Titi ng to this
effect.

a. Bigelow moved and Arcand second that Lee Ward and Anita
Morgan be added to the list of Judges for the National
Election . All ayes.
b. The Clerk read a letter from the Sheriff's office advisng
that the cost to Gem Lake of Police protection would incr-
ease in 1969 to �2,884.43 for the year or W21.11 per
quarter - this is an increase of about �1,000 over our
present annual rate.
In view of this increase it was decided to make our appli-
cation to the County for tax funds for 1969 in the amount
of �5,500 - an inscrease of one thousand over 1968.
Moved by Bigelow and seconded by Morgan. All ayes.
c. Approved by the council were notices for the FILING OF
CANDIDATES and NOTICE OF VILLAGE ELECTION. Th4 t notices
had already been given to the White Bear Press so as to
appear promptly.
d. Request from Diorthen State# ower to make a gas line hook-
up from the Chrysler lot s Scheuneman Road to 3660
Scheumeman Road was approved
f. The Village Officeu up for election are:
One Mayor - two year term ( incumbent Hoffman )
One Treasurer - two year term ( incumbent Knutson )
One Trustee - three year term ( " Bigelow)

g. The clerk read a letter from the Conservation Department
suggesting that Ramsey County be opened to bow and arrow
white tailed deer hunters in order to control the deer.
The oposi-yion to t is idea was unanimous and the Clerk
was ordered to so advise the Conservation Dept.
