Summary of Findings
Evaluation of Existing Roadway System
Critical Areas
1. 1-35E / TH-96: Congestion with adjacent intersections of Centerville and White. Bear Parkway,
spillover onto I-35E of backup on northbound ramp to TH-96.
2.. I-35E / CR-E: Existing congestion on CR-E at I-35E ramps alleviated with completion of bridge..
widening in 1994,.high delays at adjacent intersection of CR-E and Talmage
Circle / Vadnais Center Drive.
Congested Highway Segments
1. 1-35E / I-694 joint commons area
2. I-35E between CR-E and I-694
3. TH-96 between Otter Lake Road and TH-61
Intersections with poor Operations
1. TH-61 / CR-E: Heavy through and left tum movements
2. CR-E 1 Centerville Road: Delays on CR-E stopped approaches
3. TH-96 / Mc Menerny St Delays on Mc. Menemy waiting for adequate gaps to enter TH-96
4. CR-H2 / Otter Lake Road: Delays at 4-way stop with narrow approaches
5. Otter Lake Road / 9th St & White Bear Pkwy: Heavy southbound right turn movement
Projected Changes in Future Travel Patterns
* High land use 'developmentscenario can not be feasibly accommodated
* Moderate land use scenario near a balance withimprovedroadway capacity
* Increased number of trips will stay within the study area over time since new retail and industrial
development will attract from the local area
* Peak hour spreadingwill tend to prolong the periods of congestion
* Ramp metering is anticipated on.1-35E ramps at TH-96 and CR-E in next 3-5 years.
* Travel Demand . Management (TDM) strategies such as staggered work hoursand increased
carpooling may help reduce congestion levels, but their impact will be relatively minor.
Potential. Future. Roadway Improvements
Programmed & Planned Improvements
Competion. of I-35E overpass at CR-E
* TH-96 widening from White Bear Parkway to. TH-61
• I-35E northbound off -ramp widening. at TH-96 & .intersection improvements

* Possible future 1-35E interchange at CR-H2 or Hammond Road
* La Bore Road connection to White Bear Parkway
* Arcade. Street Extension: south of CR-E
* Wolters Boulevard Connection: La Bore Road to CR-E
* Realignment .of Otter Lake .Road near Schuneman. Road & TH-61
* Connection. between Hammond Road and White. Bear Parkway

CITY OF GEM LAKE
I9,94 CURBSIDE RECYCLING INFORMATION
WHY SHOULD WE RECYCLE?
In the past, we didn't worry much about what happened to the rubbish from our homes, as long as it
was gone on trash pickup day. Times have changed, however, and now we know that getting rid of rubbish is
a big concern for all citizens. Uncontrolled disposable of all types of rubbish into our landfills and
incinerators affects us all as it can pollute both our drinking water and the air we breath. And, the cost
of removal of contaminants is rising daily. Soon, we will no longer be able to bury trash of all types in
landfills and we may, in fact, be subject to rules about how much trash we can discard. Each year, an average
family generates a ton of rubbish. Typically, at least half or more of this rubbish can and should be
recycled.
Recycling will help reduce our needs for additional landfills, an unattractive eyesore and apace that
may not be available in the future. Recycling utilizes renewable resources and creates jobs by supporting
manufacturers that use recycled materials. And, recycling protects our environment from the hazards many
common trash articles represent.
WHO SHOULD RECYCLE?
The City of Gem Lake established a curbside recycling program in 1988 in conjunction with Ramsey
County, the Metropolitan Council and the State of Minnesota. Since that time, nearly 1/2 of all the resi-
dences in Gem Lake have participated in our curbside recycling program. This is great participation, but we
would like to see every household do their share to protect our environment.
The City of Gem Lake has contracted with WYNNE'S RUBBISH & RECYCLING in St. Paul to provide curbside
pickup of recyclables. Far complete information on curbside recycling in Gem Lake, you may call 774-8386 and
talk to Kathy at Wynne's.
The success of our curbside recycling program depends on everyone's cooperation. Curbside recycling
is a joint effort of the City of Gem Lake and you_ If you already recycle, tell a neighbor. If you don't
recycle yet, start now and do your part. Together we can improve the water we drink, the air we breath and
preserve our lands for better use by future generations.
