OF CITY OF GEM. LAKE
The February meeting of the City Council of the City of Gem Lake
was called to order on Monday, 28 February 1994, at 70.2 p.m. in the
first floor meeting room of Tousley Ford. Mayor Emeo.tt, Councilmembers
Nielsen, Igo, Birkebak:, and. McPhillips, Clerk Magnuson, and Treasurer
Nordstrom were present. Also present was Gem Lake resident Mr. Tom
Hoffman.
The minutes of the 17 January 1994 City Council Meeting were, upon.
motion duly made and seconded, unanimously approved
Mayor Emeott then indicated that there has been no meeting of the.
Gem Lake Planning Commission.
Ms. Nielsen then: reported that release of results of the I-35E
Corridor Study expected at the March meeting. A formal report is at-
tached hereto as Exhibit "A".
The Recycling Report for January, 1994 was then presented and is
attachedhere.to as Exhibit "H". The Recycling Bulletin, attached hereto
as Exhibit "C", Was. presented.. Mr,.. McPhillips offered local delivery of
recycling bulletins via his family members and Mayor Emeott indicated
that a "yellow" City Roster will be provided. Ms . Nielsen noted insuffi-
cient copies had been provided and additional copies would be required.
Mr, Magnuson then reported that the Contract Cities Law Enforcement
group met on 17 February .t❑ discuss possible purchase of a radar unit,
animal control, and other topics: A copy of the minutes are filed with.
law enforcement documents. At Mayor Emeott's request, Mr_ Magnuson.
indicated he would attempt to schedule a meeting with Commander Bergeron
subsequent to the meeting to discuss Traffic Management.
Upon motion duly made (McPhillips) and seconded {Nielsen)., Mr.
Magnuson was asked to schedule a meeting to review Goose Lake Road and
Otter Lake Road signs with Dan Solar; Ramsey County Engineer, for im-
provements and additions. Motion passed.
Upon motion duly made (Igo) and seconded (Nielsen), the 1994 Fire
Inspections Contract in theamount of $2, 5.00, a copy of .which is at-
tached hereto as Exhibit "Dr1, was then approved and executed by Mayor
Emeott and Clerk Magnuson.
Mayor Emeott then presented the final revision of Proposed Ordi-
nance No. 64 reviewed in December and January. The Council was asked to
examine it thoroughly and to make final amendments. A Public Hearing
will be scheduled for March to discuss the proposed Ordinance for adop-
tion at the March meeting. Upon motion duly made (McPhillips) and sec-
onded (Birkebak), Proposed Ordinance No. 64 was approved for presenta-
tion at a March Public Hearing.
Mayor Emeott then presented Resolution No. 94-07, attached hereto
as Exhibit "E" , passed in January for execution.

Relative to Septic Inspections, Mayor Emeott requested that the
Clerk order a new voter registration list for Gem. Lake from Ramsey
County to finalize the data base for inspections to begin in late April
or early May..
Mr. Magnuson then presented the report from the White Bear Lake
Lions Club on use of Charitable Gambling proceeds, a copy of which is
attached hereto as Exhibit "FT.
The Treasurer's Report, a copy of which is attached hereto as
Exhibit 'TG" and indicating a balance in the General Fund of $80,128.94.
and in. the Sewer Fund of $30,378.40 was, upon motion duly made and
seconded, unanimously approved.
Payment of bills totaling $5, 829 .47, a copy ofwhich is .attached
hereto as Exhibit "H", was unanimously approved with amendments adding
a bill from Clare Nielsen in the amount of $7.04 for mailing Recycling
Bulletins to Gem Lake Residents.
The March: meeting ❑riginally scheduled for 4 March 1.994 is to be
rescheduled to 28 March 1994: A. Public Hearing on Proposed Ordinance No.
64 is to be held prior to commencement of the City Council meeting..
There being no further business, the meeting was, upon Motion duly
made and seconded, adjourned at &:40 pm.
