Now that a draft of the third generation Watershed Management <br />Plan is complete it is easy to identify projects thatwould qualify for the various grant programs available <br />to watershed management organizations. In addition, there are components of the GLWMO TMDL <br />Protection and Restoration Plan that were scaled back in response to the MPCA's request to reduce the <br />project budget. If the GLWMO were successful in securing grant funds it could potentially leverage <br />expenditures for theTMDL as local match and strengthen theTMDL Protection and Restoration Plan. <br />This memorandum is being submitted to the GLWMO Board for their consideration. If the Board agrees <br />that these proposed projects are worth moving forward with and they will potentially have the funds for <br />the matching portion of the grant we will move forward with drafting these grant applications when the <br />state government restarts. <br />Grant Program Descriptions <br />There are a number of grant programs available to assist in funding GLWMO projects. While it is not a <br />given that these grant programs will be available (pending outcomes of Special Session) it would be good <br />to have a plan in place since the deadline pre government shutdown was September 2011. The timing pre <br />govemment shutdown was as follows: <br />✓ BWSR staff is working on draft grant RFP while they wait for approval (assuming it will not <br />change much — so they can hit the ground running) <br />✓ Aug. 1— Issue RFP <br />✓ <br />Sept. 15— Submittal deadline <br />✓ <br />Dec. 15— BWSR Board Approval <br />✓ Early Winter— Grant Agreements sent out <br />✓ <br />Apr. 30— Execute Grant agreements <br />The following is a description of the grant programs for which the GLWMO would be eligible: <br />Clean Water Partnership Funds <br />Description - Minnesota's Clean Water Partership was created in 1987 to address pollution <br />associated with min off from agricultural and urban areas. The program provides local <br />govemments with resources to protect and improve lakes, streams, and groundwater. Financial <br />assistance available through the program falls into two categories: grants and low interest loans. <br />Grants are available for up to 50 percent of project costs; loans may be used for only the project <br />implementation phase and may cover the entire cost of implementation or supplement a grant. <br />The implementation phase involves putting in place BMPs such as sedimentation ponds, manure <br />An Equal Opportunity Affirmative Action <br />Emmons & Olivier Resources, Inc. water I ecology I community <br />
