memo
3 of 6
shallow aquifer groundwater contamination to enter drinking water aquifers. Sealing abandoned
and unused water wells is one of the best things we can do to protect groundwater.
Cost -Share Requirements — 50% local match
Potential Grant Submittals
The following is a list of potential projects that the GLWMO could submit to one or more of the
previously discussed grant programs:
1. Phosphorous Management Plan for Wetlands in Southern Portion of GLWMO
The wetlands and small lakes in the southern portion of the watershed have been identified as a
key source of nutrient loading for Lake Owasso. Specifically the internal loading within each of
these waterbodies is a significant source of phosphorus. Development of a specific management
plan to address this loading was identified in the FAA.
The following tasks (as identified in the GLWMO DRAFT third generation Watershed
Management Plan) would be included in developing this management plan:
• Conduct Carp Population Study (identified in Bennett, Owasso, Central Park West and
Central Park East)
• Evaluate phosphorous management options:
i. Fisheries renovation
ii. Barley straw treatment
iii. Carp management
iv. Iron- enhanced sand practices within watershed or on outlet structures
v. Dredging
vi. Etc.
• Cost - Benefit Analysis
• Recommended Actions
It should be noted that the carp population study would not be conducted as part of the TMDL
Restoration and Protection Plan. This Management Plan would supplement the analysis being
conducted for the TMDL Restoration and Protection Plan by providing more detail about the
resuspension of sediment due to carp activity and would expand the suite of recommendations
that could be made for reducing external phosphorous loads to Lake Owasso.
FOR will provide a preliminary cost estimate for this project at the August Board Meeting if the
GLWMO Board of Managers would like to pursue this project for a grant application. FOR is in
the process of consulting with others on the estimated costs of conducting the carp population
study.
2. Charlie Pond Subwatershed Management Plan
The Charlie pond subwatershed, which includes Lake Judy and Lake Emily (both of which
discharge to Charlie Pond), has been identified as a source of nutrient loading to Lake Owasso.
Development of a subwatershed management plan would include the following tasks:
Evaluate sources of sediment and nutrient loading within the entire subwatershed (including Lake
Judy and Lake Emily subwatershed)
• Evaluate short- circuiting in Charlie Pond
• Evaluate stormwater management options to address volume, sediment and phosphorus:
i. Iron- enhanced sand practices
Emmons & Olivier Resources, Inc.
651 Hale Ave N, Oakdale, MN 55128 p: 651.770.8448 f: 651.770.2552 www.eorinc.com
