<br />Extract of Minutes of Meeting <br />of City Council <br />City of Roseville <br /> <br />Held: February 14, 1983 <br /> <br />Pursuant to due call and notice thereof, a regular meeting of the City <br />Council of the City of Roseville, Minnesota, was duly held in the City Hall <br />in said City on Monday, the 14th day of February, 1983, at 7:30 p.m. <br /> <br />The following members were present: Curley, Franke, Johnson, Kehr, and Demos <br /> <br />and, the following members were absent: <br /> <br />None <br /> <br />Member Franke <br />adoption: <br /> <br />introduced the following resolution and moved its <br /> <br />RESOLUTION NO. 7473 <br /> <br />RESOLUTION OPPOSING THE <br />CABLE TELECOMMUNICATIONS ACT OF 1983 <br /> <br />WHEREAS, the Cable Telecommunications Act of 1983 (Senate Bill S.66) <br />would enable the Federal Government to infringe on local franchising powers <br />and, in effect, nullify portions of contracts negotiated at the local level; and <br /> <br />WHEREAS, the Act would give the FCC explicit authority to establish ceilings <br />on franchise fees based on criteria which could result in fees considerably less <br />than the current 3 to 5% standard; and <br /> <br />WHEREAS, the Act would severely limit local authority to regulate rates; and <br /> <br />WHEREAS, the Act would prohibit the enforcement of service requirements <br />included in existing franchise agreements; and <br /> <br />WHEREAS, the Act would limit the availability of local access programming; and <br /> <br />WHEREAS, the Act establishes vague and contradictory criteria for renewing <br />a franchise, which could result in giving existing cable operators virtually <br />guaranteed renewal; and <br /> <br />WHEREAS, the City of Roseville desires to retain control of cable communications <br />at the local level; <br />
