<br />EXTRACT OF MINUTES OF MEETING OF THE CITY COlINCI L <br />OF ROSEVILLE, MINNESOTA - HELD FEBRUARY 14, 1983 <br /> <br />* * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * <br /> <br />Pursuant to due call and notice thereof, a regular meeting of the City Council of <br />the Ci ty of Roseville, Minnesota, was duly held at the City Hall in said city on <br />Monday, February 14, 1983, at 7: 30 p. m. <br /> <br />The following members were present: Curley, Franke, Johnson, Kehr, and Demos. <br /> <br />and, the following were absent: None. <br /> <br />Member Kehr introduced and moved the adoption of the following resolution: <br /> <br />RESOLUTION NO. 7474 <br /> <br />WHEREAS, the City of Roseville is a community of approximately 35,000 people, <br />organized and operating under the Council-Manager form of government (Plan B) , <br />and <br /> <br />WHEREAS, the City of Roseville in its early stage of growth and development <br />approved an ordinance which adopted M.S. 419 by reference, and <br /> <br />WHEREBY, such ordinance and statute provide that all sworn officers, regardless <br />of rank, belong to a Police Civil Service system, and <br /> <br />WHEREAS, the Rosevi lIe Ci ty Cound 1 does not have the statutory authority to <br />amend or modify any of the Civil Service provisions to respond to local needs, <br />and <br /> <br />WHEREAS, the City of Roseville believes the posltlons of Chief of Police and <br />Deputy Police Chief are the two top management positions, and such positions <br />should be fully responsive to the City Manager, as are other management personnel <br />in the City, and <br /> <br />WHEREAS, the Civil Service system potentially provides the opportunity for something <br />less than full managerial responsiveness because of the protected nature of the <br />posi ti ons, and <br /> <br />WHEREAS, the City of Roseville believes it should have the ability to organize and <br />administer its affairs in the manner in which it deems appropriate. <br /> <br />THEREFORE, BE IT RESOLVED, that the City of Roseville requests the Roseville <br />legislative delegation to jointly sponsor and introduce special legislation <br />which would remove the positions of Police Chief and Deputy Police Chief from <br />the Police Civil Service system, and <br /> <br />BE IT FURTHER RESOLVED, that a copy of this resolution be forwarded to members <br />of the Roseville legislative delegation. <br />
