<br />7~r/ <br /> <br />Extract of Minutes of Meeting <br />of City Council <br />City of Roseville <br />Ramsey County, Minnesota <br /> <br />March 14, 1983 <br /> <br />Pursuant to due call and notice thereof, a regular meeting <br /> <br />of the City Council of the City of Roseville, Minnesota, was <br /> <br />held in the City Hall in said City on Monday, March 14, 1983, <br /> <br />at 7:30 o'clock p.m. <br /> <br />The following members were present: Acting Mayor Johnson <br /> <br />and Councilmen Franke and Kehr (Mayor Demos arrived at 8:10); <br /> <br />and the following was absent: Councilman Curley. <br /> <br />Also present were James F. Andre, City Manager; Charles <br /> <br />Honchell, City Public Works Director; Doug Strong, City Public <br /> <br />Works Department; Robert Bell of Peterson, Bell & Converse, <br /> <br />City Attorney; and Peter S. Popovich of Peterson, popovich, <br /> <br />Knutson & Flynn, City Bond Consultant. <br /> <br />ACTING MAYOR JOHNSON: We have ten different projects <br />before us tonight. The procedure we'll follow is that I'll <br />ask the City Manager to read the legal notice and then have <br />the Public Works Director make a presentation to outline <br />what the proposal entails, and Mr. Popovich, our fiscal <br />agent, will summarize the financing arrangements, we'll then <br />read any statements from citizens, and weIll then open the <br />proposal - the hearing"- to the public. We'll start with the <br />first one on the list, which is P-82-27, concrete curb and <br />gutter and bituminous surfacing for Oxford Street between <br />Brooks Avenue to 140 feet south of Transit Avenue. <br /> <br />MR. ANDRE: All of these require affidavits of publica- <br />tion and certification of mailed notice. This will apply to <br />all of. the projects that are being considered tonight, so <br />we won't have to read it for each one of them. So for the <br />record, the notices are on file with the City. <br /> <br />MR. HONCHELL: To hopefully speed up your evening tonight, <br />rather than go through this ten different times - what I'd <br />like to try and do is go through once the City's process on <br />how they assess for these kinds of improvements and give some <br />
