7~r/ Extract of Minutes of Meeting of City Council City of Roseville Ramsey County, Minnesota March 14, 1983 Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Roseville, Minnesota, was held in the City Hall in said City on Monday, March 14, 1983, at 7:30 o'clock p.m. The following members were present: Acting Mayor Johnson and Councilmen Franke and Kehr (Mayor Demos arrived at 8:10); and the following was absent: Councilman Curley. Also present were James F. Andre, City Manager; Charles Honchell, City Public Works Director; Doug Strong, City Public Works Department; Robert Bell of Peterson, Bell & Converse, City Attorney; and Peter S. Popovich of Peterson, popovich, Knutson & Flynn, City Bond Consultant. ACTING MAYOR JOHNSON: We have ten different projects before us tonight. The procedure we'll follow is that I'll ask the City Manager to read the legal notice and then have the Public Works Director make a presentation to outline what the proposal entails, and Mr. Popovich, our fiscal agent, will summarize the financing arrangements, we'll then read any statements from citizens, and weIll then open the proposal - the hearing"- to the public. We'll start with the first one on the list, which is P-82-27, concrete curb and gutter and bituminous surfacing for Oxford Street between Brooks Avenue to 140 feet south of Transit Avenue. MR. ANDRE: All of these require affidavits of publica- tion and certification of mailed notice. This will apply to all of. the projects that are being considered tonight, so we won't have to read it for each one of them. So for the record, the notices are on file with the City. MR. HONCHELL: To hopefully speed up your evening tonight, rather than go through this ten different times - what I'd like to try and do is go through once the City's process on how they assess for these kinds of improvements and give some
