Roll Call <br /> Mayor Roe called to order the Roseville City Council regular meeting at approximately <br /> 6:00 p.m. and welcomed everyone. (Voting and Seating Order for July: Pust; Willmus; <br /> McGehee; Johnson; and Roe). Mayor Roe announced that Councilmember Pust was de- <br /> layed and would be arriving later during the meeting if her scheduled allowed. City At- <br /> torney Mark Gaughan was also present. <br /> 2. Approve Agenda <br /> Mayor Roe requested the addition of Item 12.d entitled, "Consider Reopening HRA Ap- <br /> pointments." <br /> Councilmember McGehee requested removal of Consent Item 7.d entitled, "Consider a <br /> Resolution Approving Mayor's Reappointment to the Housing and Redevelopment Au- <br /> thority." <br /> Johnson moved, McGehee seconded, approval of the agenda as amended. <br /> Roll Call <br /> Ayes: Willmus; McGehee; Johnson; and Roe. <br /> Nays: None. <br /> 3. Public Comment <br /> Mayor Roe called for public comment by members of the audience on any non-agenda <br /> items. <br /> a. Candy Winkleman,2835 Dellwood Avenue (at Terrace Drive) <br /> Ms. Winkleman asked to address her perception of the lack of arrests being made <br /> in and near Cottontail Park. Ms. Winkleman noted cars parking on County Road <br /> C-2, near the homes on Hamline to Woodhill Avenues, and entering the park with <br /> empty backpacks, and returning with full backpacks from apparent drug dealers. <br /> While Ms. Winkleman acknowledged some police presence and action in the ear- <br /> ly morning hours on occasion, she opined that drug-related activity continued to <br /> increase. Ms. Winkleman provided several examples of drug activity and transac- <br /> tions she and other neighbors had witnessed at the park; and asked that more dili- <br /> gence be given the situation by the Police Department. <br /> Ms. Winkleman also noted, based on her experience as a ride-along participant <br /> with Ramsey County officers, the increased tagging and vandalism of restroom <br /> facilities at Lake Josephine Park. <br />
