Consider Items Removed from Consent <br /> a. Consider a Resolution Approving Mayor's Reappointment to the Housing <br /> and Redevelopment Authority (Former Consent Item 7.d) <br /> Councilmember McGehee asked for clarification on the process for appointment <br /> to the HRA. <br /> Mayor Roe advised that appointments to the HRA are specifically addressed by <br /> State Statute, as well as through HRA Resolution; with applications normally not <br /> sought unless a vacancy existed, or the Mayor chose not to reappoint a Commis- <br /> sioner. <br /> McGehee moved, Johnson seconded, adoption of Resolution No.10914 (Attach- <br /> ment A) entitled, "Resolution Approving Mayor's Reappointment of William B. <br /> Masche to the Housing and Redevelopment Authority in and for the City of <br /> Roseville for a Term to Expire in 2016." <br /> Roll Call <br /> Ayes: Willmus; McGehee; Johnson; and Roe. <br /> Nays: None. <br /> 9. General Ordinances for Adoption <br /> 10. Presentations <br /> a. John Choi, Ramsey County Attorney <br /> Mayor Roe recognized and welcomed Ramsey County Attorney John Choi. <br /> Ramsey County Attorney John Choi thanked the City Council for their time al- <br /> lowing him to address them and its citizens for the purpose of extending his hand <br /> in partnership to the City of Roseville's City Council and its residents. Mr. Choi <br /> noted his positive and good partnership with Police Chief Rick Mathwig, and his <br /> great respect for him and his work. Mr. Choi advised that he had also had recent <br /> meetings with City Attorneys Caroline Bell-Beckman and Mark Gaughan; and <br /> advised that, as a former City Attorney,he was looking to think beyond typical ju- <br /> risdictional restrictions to accomplish mutual goals. <br /> Mr. Choi reviewed some of the new initiatives he'd put into place since taking of- <br /> fice, including addressing an area of his concern, the "decline rate" of cases pre- <br /> sented to his office for prosecution, which were too high in his opinion.
