It is anticipated that the City would probably <br />provide a 15 year pay back period at the time of the assessment <br />hearing, in which case anyone that wanted to, following that <br />hearing - the assessment hearing - would have the opportunity <br />to payoff all or any part of the assessment that they cared <br />to. If they didn't pay it all off, then there would be an <br />interest charge added each year, which would probably be based <br />slightly above what the City would have to pay for any bonds <br />it sells in conjunction with paying the contractor off while <br />we wait for the money to come in for assessments. <br /> <br />MAYOR DEMOS: Are there any written statements? <br /> <br />MR. ANDRE: Yes. Since the hearing on March 14, when <br />this project was ordered in, we received a number of letters. <br />I might just indicate the address and whether or not it was <br />opposed or in favor. The first is 2853 Galtier (James B. <br />Darrell), opposed; 2813 Galtier (William Gavin), opposed; <br />2801 Galtier (William Patton), opposed; 2789 Galtier (Mary <br />Grengs), opposed; 2795 Galtier (Calvin Perry), opposed; 2866 <br />Galtier (Richard Thomas), in favor; 2783 Galtier (Dennis <br />Guetzkows), opposed; 2821 Galtier (Thomas Faragher), opposed; <br />2850 Galtier (George Reis), in favor. <br /> <br />MAYOR DEMOS: At this time I will open the hearing to the <br />public and again ask that you come to the microphone and give <br />your name and address. <br /> <br />MR. WILLIAM GAVIN, 2813 Galtier: From my point of view, <br />I don't know how many other people are opposed to street <br />improvements, but I am not against street improvements when <br />they are necessary. It seems to me that if you go out and <br />look at Galtier Street - and especially after our maintenance <br />department filled all three potholes that were in the street <br />last week - it is in very good condition and it seems absurd <br />for the City of Roseville to be spending money digging up <br />what are presently streets in good condition to redo them. <br />In five years or so, if that street needs to be done, which <br />i~very likely, that's the time to spend the money on it and <br />then go ahead and put the curbs and gutters in at that time. <br />But it seems like a waste of the taxpayers' money, 75% of <br />which is the people that are not living on Galtier, and I <br />think you, as Council members, have a responsibility to act <br />wisely on that money - that 75%. The money should be spent <br />only when the street has begun to deteriorate to the point <br />where it needs to be repaired. Thank you. <br /> <br />MS. JOANNE SWANSON, Attorney: Madame Mayor, members of <br />the Council, ladies and gentlemen - I have been asked by a <br />number of the homeowners who are opposed to this improvement <br />to express their views to you.
