<br />costs on all funding sources contained on Table 12, page 63 of <br />the Plan. As this table indicates, the City intends to <br />concentrate the use of tax increment revenue on those <br />improvements which could not reasonably be expected to occur <br />solely through private action. Private enterprise will be <br />responsible for the vast majority of the expenses and <br />activities normally associated with land development. <br /> <br />(f) The City of Rosevi11e elects the method of tax <br />increment computation set forth in Minnesota Statutes, Section <br />273.76, Subd. 3, clause (a). <br /> <br />4. Public Purpose. The formation of Development <br />District No.1, Redevelopment District Nos. land 2 and the <br />modification of the Development Program and Tax Increment <br />Financing Plan conform in all respects to the requirements of <br />the Act and will help fulfill a need to develop an area of the <br />City which is already built up, to provide employment <br />opportunities to improve tl1e tax base, and to improve the <br />general economy of the State and thereby serves a public <br />purpose. <br /> <br />5. Filing. The City Manager is further authorized <br />and directed to file a copy of the "City of Rosevi1le Redevelop- <br />ment and Tax Increment Financing Plan Amendment Number One" <br />with the Commissioner of Energy, Planning and Development. <br /> <br />6. Administration. The administration of <br />Development District No. 1 is assigned to the City Manager who <br />-~shall from time to time be granted such powers and duties <br />pursuant to Minnesota Statutes, Sections 472A.09 and 472A.lO as <br />the City Council may deem appropriate. As part of his <br />administrative duties, the City Manager shall submit a report <br />on the status of Development District No. 1 to the Ramsey <br />County Board, the School Boards of Independent School Districts <br />Numbers 621 and 623 and the Commissioner of Energy, Planning <br />and Development prior to July 1 of each year. The City Manager <br />shall also publish an annual statement regarding Development <br />District No. 1 in a newspaper of general circulation in the <br />City. The reports and annual statements shall be in compliance <br />with Minnesota Statutes 273.74 Subd. 5. <br />
