Regular City Council Meeting <br /> Monday,July 25,2011 <br /> Page 13 <br /> Chair Maschka highlighted and expounded on some of the items detailed in the <br /> Request for Council Action (RVA) dated July 25, 2011. <br /> On a personal note, Member Masche expressed his continuing pride in being a <br /> Roseville resident; and his appreciation of the governance and management of the <br /> City by the City Council. Member Masche expressed his sincere interest, along <br /> with Chair Maschka, for an opportunity in the near future for a joint work session <br /> for the City Council and HRA to obtain the City Council's thoughts on housing in <br /> Roseville and tools available, beyond bonding, to further the City's good housing <br /> stock and to maintain and continue to enhance its value. <br /> Chair Maschka and Member Masche noted the success of the City's code en- <br /> forcement efforts, and commended staff on their work on it and the great value it <br /> provided to Roseville residents. However, Member Masche observed that the <br /> City's housing stock continued to age and require more maintenance; and that <br /> while most neighborhoods were presentable, there were areas needing improve- <br /> ment; and encouraged everyone to work together on exterior code enforcement is- <br /> sues. Chair Maschka noted that the Neighborhood Enhancement Program (NEP) <br /> was in its second cycle, addressing more neighborhoods and homes than the first <br /> cycle, and was finding residents very receptive and positive about the program, <br /> recognizing that the City was attempting to enhance their quality of life. <br /> Member Masche opined that the economic downturn would eventually be alle- <br /> viated, and questioned what housing stock would look like in five (5) years based <br /> on current sellers and buyers; and asked that the City Council give consideration, <br /> along with the HRA, to how the City could best take advantage of that market <br /> when it reversed itself. <br /> Member Masche noted the many and varied opportunities that could become evi- <br /> dent; and opined that one of those was the recent development through the HRA <br /> of the livingsmarter.org website and marketing campaign efforts, providing a very <br /> interesting marketing concept and proving very successful in bringing people into <br /> Roseville for different reasons beyond typical HRA tools such as loans. Member <br /> Masche shared some statistics from the website since it was initiated in November <br /> of 2010, with the number of hits, frequency and uniqueness of visits, and areas of <br /> interest from the forty-five(45) regions, with the states of MN, CA, WI, NY, MO, <br /> and IL ranking the top five states and interests. Member Masche opined that this <br /> was a resource bringing people to Roseville that differentiated it from other cities; <br /> and asked that the City Council attempt to jettison itself five (5) years into the fu- <br /> ture to determine how the City's housing market would look or how the City <br /> wanted it to look rather than focusing or lamenting on today's doomsday and fo- <br /> reclosure crisis; thereby positioning the City in a spot to capture those new resi- <br /> dents in the best city and best metropolitan location available—the City of Rose- <br /> ville. <br />
