<br />EXTRACT OF MINUTES OF MEETING <br />OF CITY COUNCIL <br />CITY OF ROSEVILLE <br />Ramsey County, Minnesota <br /> <br />Pursuant to due call and notice thereof, a regular meeting <br />of the City Council of the City of Roseville, Minnesota, was duly <br />held at the city hall in said city on Monday, the 12th day of <br />December, 1983, at 7:30 p.m. <br />The following members were present: <br /> <br />Franke, Kehr, Curley, Johnson, and Demos. <br /> <br />and the following were absent: <br /> <br />None. <br />Council Member Kehr introduced and moved the <br /> <br />adoption of the following resolution: <br /> <br />Resolution No. 7569 <br /> <br />RESOLUTION APPROVING AND AUTHORIZING <br />THE SIGNING OF A JOINT POWERS AGREE~illNT <br />BET\'JEEN THE CITY OF SHOREVIEW, MINNESOTA <br />AND THE CITY OF ROSEVILLE, MINNESOTA <br />ESTABLISHING AND EMPmJERING THE <br />GRASS LAKE WATER ~ffiNAGEMENT ORGANIZATION <br /> <br />WHEREAS, the City of Roseville is a municipal corporation <br />and political subdivision of the State of Minnesota, and the <br />City of Shoreview is a municipal corporation and political sub- <br />division of the State of Minnesota. <br /> <br />WHEREAS, each city has the authority to manage surface waters <br />within its boundaries pursuant to M.S.A. 412.221, Subd. 6; 444.075, <br />and 462.357, Subd. 1; and <br /> <br />WHEREAS, each city may jointly exercise common authority by <br />adopting a joint powers agreement pursuant to M.S.A. 471.59; and <br /> <br />vHiEREAS, by means of a j oint powers agreement, tile cities may <br />establish a water management organization pursuant to M.S.A. <br />473.875 to 473.883, inclusive; and <br /> <br />WHEREAS, a portion of each city lies within the geographical <br />area hereinafter referred to as the "Grass Lake Watershed"; and <br />
