<br />Extract of Minutes of Meeting <br />of City Council <br />City of Roseville <br />Ramsey County, Minnesota <br /> <br />Held: May 7, 1984 <br /> <br />* * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * <br /> <br />Pursuant to due call and notice thereof, a regular meeting of the City <br />Council of the City of Roseville, Minnesota, was duly held in the City <br />Hall in said City on Monday, the 7th day of May, 1984, at 7:30 p.m. <br /> <br />The following members were present: Kehr, Franke, Johnson, Curley, and Demos. <br /> <br />and, the following members were absent: None <br /> <br />Member Curley <br />adoption: <br /> <br />introduced the following resolution and moved its <br /> <br />RESOLUTION NO. 7610 <br /> <br />SUPPORTING INDEPENDENT MANAGEMENT STUDY <br />OF METROPOLITAN WASTE CONTROL COMMISSION <br /> <br />WHEREAS, many municipal officials, businessmen, and other persons throughout <br />the metropolitan area have expressed grave concern about the operations of <br />the Metropolitan Waste Control Commission, and <br /> <br />WHEREAS, in recognition of such concerns, Governor Rudy Perpich commendably <br />appointed an able and representative Governor's Citizens Commission to review <br />the MWCC, and <br /> <br />WHEREAS, such commission conducted an extensive investigation of the operations <br />of the MWCC and of pub lic percept ions 0 fit, and <br /> <br />WHEREAS, such commission, on December 29, 1983, reported its findings and <br />recommendations to the Governor of the State of Minnesota, and <br /> <br />WHEREAS, such recommendations included a recommendation for the conduct of an <br />independent management study of MWCC, and <br /> <br />WHEREAS, the Association of Metropolitan Municipalities, the Association of <br />Metropolitan Area Managers, the Suburban Rate Authority, and others concurred <br />in the recommendation that such an independent management study be conducted, <br />and <br /> <br />WHEREAS, it appears that the state planning office has undertaken initial steps <br />towards obtaining such an independent study, and <br /> <br />WHEREAS, the aforesaid organizations have expressed their interest in providing <br />representation on a conooittee which would help to formulate the work program <br />for such study, to monitor its progress and to evaluate its conclusions, and <br />
