EXTRACT OF MINUTES OF MEETING OF CITY COUNCIL CITY OF ROSEVILLE RAMSEY COUNTY, MINNESOTA JULY 9, 1983 Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Roseville, Minnesota, was held in the City Hall in said City on Monday, July 9, 1984, at 7:30 o'clock p.m. The following members were present: Mayor Demos and Councilmembers Franke, Kehr, Anderson, and Curley; and the following were absent: None. Also present were James F. Andre, City Manager, Charles Honchell, City Public Works Director; Douglas Strong, City Public Works Department and Thomas S. Deans, City Bond Consultant. DEMOS: The next item is Improvement No. P-84-7, American Street from County Road B-2 north and westerly 850 feet. Andre: I have the affidavits of publication showing that the notice was published in the Roseville Sun on June 25 and July 7 and the Certificate of Mailing were mailed to the affected par- ties on (inaudible). DEMOS: Now we will hear from Mr. Honchell. HONCHELL: This particular project for those of you who might have trouble identifying on the overhead, is really north of Rosedale. Don't go out and try to find American Street on any map or anywhere else, its merely a name for convenience to iden- tify this potential future roadway. Now there's a bank that sits in this location, stereo shop, paint and wallpaper shop to the west of that. These people here right now have a driveway that comes in off County Road B-2, runs north and then runs westerly to the rear of the property. You can get in through their dri- veway to go to those stores. The new proposal is a petition to convert that plus some additional land that would be just to the north and east of that into a public roadway. The existing roadway would be removed, necessary drainage would be put in. It would then allow for new entrances to the existing facilities, but frankly it would also allow for the necessary entrances for a newly approved shopping
