<br />RESOLUTION 7650 <br /> <br />A RESOLUTION ESTABLISHING A TAX INCREMENT <br />FINANCING REDEVELOPMENT DISTRICT AND <br />ADOPTING A FINANCE PLAN FOR SAID TAX INCRE- <br />MENT FINANCING DISTRICT PURSUANT TO MINNE- <br />SOTA STATUTES, SECTIONS 273.71 TO 273.78 INCLU- <br />SIVE; DESIGNATING AND ESTABLISHING A DE- <br />VELOPMENT DISTRICT AND ADOPTING A DEVELOP- <br />MENT PROGRAM PURSUANT TO SECTIONS 472A.01 <br />TO 472A.13 INCLUSIVE OF THE MINNESOTA <br />STATUTES; APPROVING THE CONTRACT FOR <br />PRIVATE REDEVELOPMENT BETWEEN THE CITY OF <br />ROSEVILLE AND THE HOUSING ALLIANCE; AND <br />REQUESTING THE COUNTY AUDITOR TO CERTIFY <br />THE ORIGINAL ASSESSED VALUE OF THE REAL <br />PROPERTY WITHIN THE BOUNDARY OF THE <br />ROSEVILLE TAX INCREMENT FINANCING <br />REDEVELOPMENT DISTRICT. <br /> <br />WHEREAS, the City Council of the City of Roseville, Minnesota has <br />determined that it is necessary and desirable and in the public interest to <br />designate, establish, develop and administer development district #3 in the City of <br />Roseville, Minnesota pursuant to the provisions of Section 472A.Ol to 472A.13 and <br />establish a tax increment district pursuant to the provisions of Section 273.71-78, <br />inclusive of the Minnesota Statutes; and <br /> <br />WHEREAS, the creation of the proposed municipal development district is <br />necessary and desirable in order to provide employment opportunities, to increase <br />the tax base, and to improve the general economy of the State of Minnesota; and <br /> <br />WHEREAS, the proposed municipal development district is intended to: (a) <br />provide employment opportunities; (b) provide maximum opportunity consistent <br />with the needs of the City, for development by private enterprise; (c) provide for <br />the health and welfare of residents of the City; and (d) provide necessary public <br />improvements; and <br /> <br />WHEREAS, the City Council of the City of Roseville, acting pursuant to <br />Minnesota Statutes, Section 472A.ll, declines to appoint an advisory board for <br />Development District No.3; and <br /> <br />WHEREAS, a public hearing was held on September 10th, 1984 at 7:00 <br />o'clock p. m. before the City Council in the Council Chambers in the City Hall, in <br />Roseville, Minnesota, which public hearing was continued to September 24, 1984, <br />notice of which has been published once in the official newspaper for the City, not <br />less than ten, nor more than thirty days prior to September 10th, 1984; <br /> <br />WHEREAS, the City Council of the City of Roseville has determined that 70 <br />percent of the parcels in the proposed tax increment financing district are <br />occupied by buildings, streets, utilities or other improvements, but due to unusual <br />soil deficiencies requiring substantial filling, grading and other physical preparation <br />for use at least 80 percent of the total acreage of the land in the redevelopment <br /> <br />1 <br />
