RESOLUTION 7650 A RESOLUTION ESTABLISHING A TAX INCREMENT FINANCING REDEVELOPMENT DISTRICT AND ADOPTING A FINANCE PLAN FOR SAID TAX INCRE- MENT FINANCING DISTRICT PURSUANT TO MINNE- SOTA STATUTES, SECTIONS 273.71 TO 273.78 INCLU- SIVE; DESIGNATING AND ESTABLISHING A DE- VELOPMENT DISTRICT AND ADOPTING A DEVELOP- MENT PROGRAM PURSUANT TO SECTIONS 472A.01 TO 472A.13 INCLUSIVE OF THE MINNESOTA STATUTES; APPROVING THE CONTRACT FOR PRIVATE REDEVELOPMENT BETWEEN THE CITY OF ROSEVILLE AND THE HOUSING ALLIANCE; AND REQUESTING THE COUNTY AUDITOR TO CERTIFY THE ORIGINAL ASSESSED VALUE OF THE REAL PROPERTY WITHIN THE BOUNDARY OF THE ROSEVILLE TAX INCREMENT FINANCING REDEVELOPMENT DISTRICT. WHEREAS, the City Council of the City of Roseville, Minnesota has determined that it is necessary and desirable and in the public interest to designate, establish, develop and administer development district #3 in the City of Roseville, Minnesota pursuant to the provisions of Section 472A.Ol to 472A.13 and establish a tax increment district pursuant to the provisions of Section 273.71-78, inclusive of the Minnesota Statutes; and WHEREAS, the creation of the proposed municipal development district is necessary and desirable in order to provide employment opportunities, to increase the tax base, and to improve the general economy of the State of Minnesota; and WHEREAS, the proposed municipal development district is intended to: (a) provide employment opportunities; (b) provide maximum opportunity consistent with the needs of the City, for development by private enterprise; (c) provide for the health and welfare of residents of the City; and (d) provide necessary public improvements; and WHEREAS, the City Council of the City of Roseville, acting pursuant to Minnesota Statutes, Section 472A.ll, declines to appoint an advisory board for Development District No.3; and WHEREAS, a public hearing was held on September 10th, 1984 at 7:00 o'clock p. m. before the City Council in the Council Chambers in the City Hall, in Roseville, Minnesota, which public hearing was continued to September 24, 1984, notice of which has been published once in the official newspaper for the City, not less than ten, nor more than thirty days prior to September 10th, 1984; WHEREAS, the City Council of the City of Roseville has determined that 70 percent of the parcels in the proposed tax increment financing district are occupied by buildings, streets, utilities or other improvements, but due to unusual soil deficiencies requiring substantial filling, grading and other physical preparation for use at least 80 percent of the total acreage of the land in the redevelopment 1
