Regular City Council Meeting <br /> Monday,August 22,2011 <br /> Page 10 <br /> Councilmember Willmus referenced the City Manager documents that appeared <br /> to increase personnel services for the newsletter by roughly that same amount; <br /> and opined that was causing his questioning of the intent. <br /> Mayor Roe suggested that this was one of the areas needing further tweaking <br /> from allocation of those items in 2011. <br /> Finance Director Miller concurred, noting that the intent was to repurpose some <br /> of Ms. Curti's time to the City's Communication function. <br /> City Manager Malinen concurred, advising that it was not the intent to allocate <br /> additional funds to the newsletter; but to reallocate to the City's records manage- <br /> ment program. <br /> Mayor Roe questioned if the records management increased a corresponding <br /> amount; with Councilmember Pust noting that it did not, that it only appeared to <br /> go up $100.00. <br /> City Manager Malinen advised that staff would review that item and make appro- <br /> priate corrections. <br /> Councilmember Johnson advised that, while originally missing the highlighted <br /> document in his packet, that document addressed the majority of his concerns; <br /> and for the most part, he opined that those changes were very responsive to some <br /> of his original questions and concerns, and those voiced by the community about <br /> not wanting to lose the soul of the community. Councilmember Johnson opined <br /> that this revised City Manager-recommended budget put the soul back into the <br /> community. <br /> Councilmember Johnson advised that he continued to have concerns with the PIP <br /> program slated for complete abolishment to be addressed through the CIP and <br /> other efforts. Before being comfortable with that issue, Councilmember Johnson <br /> advised that, as he had addressed in his recent e-mail to Finance Director Miller <br /> and causing Mr. Miller to continue running a lot of numbers to accommodate his <br /> requests which he appreciated, he was suggesting that the CIP Task Force meet <br /> and demonstrate to his Parks and Recreation colleagues and advocates, how the <br /> parks program could be laid out as it should be, thus creating no reason to contin- <br /> ue the PIP. Councilmember Johnson advised that Mr. Brokke had provided the <br /> CIP Task Force with the department's capital needs; and he asked for this addi- <br /> tional step just to satisfy himself that the intent was being accomplished. <br /> City Manager Malinen confirmed that the $45,000 was still in the PIP, originally <br /> at $185,000; with the rationale being that it was intended to provide a significant <br /> investment for facilities. Mr. Malinen opined that, during his tenure to-date, a lot <br /> of the improvements made were facility-related. <br /> • <br />
