Regular City Council Meeting
Monday,August 22,2011
Page 21
ture requests. Ms. Bloom advised that the cost estimate provided by Excel Ener-
gy to relocate the poles would be approximately $5,000 each due to the current
undergrounding of two (2) private utility services to those poles. Ms. Bloom ad-
vised that staff would be available reloatin the poles at Xcel Energy
expensef the property
owner(s) were interested in relocating
Mr. Hadlich,2782 Dale Street
Mr. Hadlich thanked staff for their work to-date and the City Council for their
consideration; and commended the City and its engineering staff on the successful
Dale Street project to-date, and opined that it would be of great benefit to their en-
tire area.
When originally talking to Ms. Bloom about the Dale Street project, Mr. Hadlich
concurred with Ms. Bloom's comment that it was thought the poles would need to
be relocated. Mr. Hadlich noted that the pole should have been moved in 2000
when his home had been built by Tramm Builders and at which time there would
have been no cost to move them. Mr. Hadlich opined that this would have simply of the
been an additional cost of approximately mal w000 P t between the two wo (model
homes construction costs, and
homes being built.
In consideration of future situations, Mr. Hadlich asked that the City consider an
ordinance stating that, when parcels are split, the power poles will be moved to
the outer lot line. Mr. Hadlich offered to provide his research of other communi-
ties who have such a policy. Mr. Hadlich further requested that the City consider
the aesthetic value to the community in pursuing undergrounding of utilities
throughout the City, opining that it would increase property and home values con-
siderably. Mr. Hadlich further opined that he didn't see opposition from the
community at large if the fees for undergrounding utilities were done systemati-
cally and spread throughout the community for the betterment of all.
At the request of Mayor Roe as to Mr. Hadlich's intent moving forward since nei-
ther Xcel Energy or the City were going to pay for relocation of the pole, Mr.
Hadlich responded that he would have gladly paid for it when he first purchased
the home, at a cost of approximately $1,000; however, now that he had already
invested over $3,000 to underground their electric service line, an additional cash
allotment of$5,000 was a much larger and more complicated consideration.
Councilmember Willmus questioned how frequently Xcel Energy replaced the
poles; with Ms. Bloom offering no concrete response on that timing. Council-
member Willmus questioned if the pole could be relocated at that time.
Ms. Bloom responded that there were several possible scenarios: one being that,
with current City ordinance now in place related to rights-of-way and any future
