DRAFT v 9.7.11ke/cw <br />Grass Lake WMO Standing Advisory Committee <br />A Combination Citizens' & Technical Advisory Committee <br />Background: <br />The Grass Lake Watershed Management Organization (WMO) Board of Commissioners <br />is composed of five volunteer citizen commissioners from the watershed with varying <br />levels of experience, knowledge and expertise. <br />The Grass Lake WMO evaluates needs and carries out actions to protect and improve or <br />restore, as needed, a nine square mile watershed that includes areas tributary to Snail <br />Lake, Grass Lake, Lake Wabasso, and Lake Owasso in the Cities of Roseville and <br />Shoreview. Their City Councils appoint the Grass Lake WMO Commissioners for <br />staggered three year terms. <br />The technical expertise, information and perspectives needed for decision - making by the <br />Grass Lake WMO Board vary widely with specific goals and objective /s. The state <br />requires a Citizen Advisory Committee for WMOs. Grass Lake WMO has no employees <br />nor office space, only a part time, contract administrator consultant and contract <br />recording clerk for Board meeting minutes. The City of Roseville City Hall serves as the <br />Grass Lake WMO business address. Their accounting department processes Grass <br />Lake WMO finances. The Ramsey Conservation District provides technical support for <br />the Grass Lake Cost Share Program. <br />Because of Grass Lake's small size and lack of technical resources, the Board has <br />decided to recruit a combined Citizens' and Technical Standing Advisory Committee that <br />can pull -in additional expertise as needed to support its work. <br />Purpose: <br />The new Grass Lake WMO Standing Advisory Committee's responsibility is to support <br />Grass Lake WMO decision - making by providing data analysis and interpretation, <br />additional perspectives and /or technical expertise from themselves and /or outside <br />experts. <br />This Committee is NOT responsible for policy- making or watershed governance. The <br />Grass Lake WMO Board of Commissioners is the responsible government agency <br />accountable to the public. <br />Description: <br />Grass Lake WMO Standing Advisory Committee is composed of five citizen volunteer <br />members who live in or manage property within the Grass Lake Watershed. The <br />members are recruited by Grass Lake WMO Commissioners subject to the approval of <br />at least 3 members of the Board. The Board will try to recruit members from both <br />Roseville and Shoreview and across the watershed geographically. Terms are for 12 <br />months. The members elect their Committee Chair and select their regular meeting <br />dates and time. Meeting logistical support is provided by Tom Petersen, Grass Lake <br />WMO's contract Administrator. <br />The Grass Lake WMO Board selects a Commissioner liaison to the Committee who <br />participates in the Committee meetings and is responsible for communications from the <br />Board to the Committee. <br />
