Summary of Public's Comments on Implementation Activity <br />The GLWMO received comments on this particular issue from 37 residents of the watershed. In addition, <br />an on -line petition generated 265 signatures and/or comments in support of removing this proposed <br />implementation activity from the DRAFT GLWMO 2011 Watershed Management Plan. Of all of the <br />comments received on the Implementation Activity to evaluate options to address internal loading in Lake <br />Owasso by protecting the shallow portions of the lake, many of the comments were the same. As a result, <br />all individual comments have been categorized under the following eight (8) main comments: <br />1. Is there a monitoring protocol for measuring phosphorus release from sediment due to motorized <br />watercraft? <br />2. What scientific evidence exists demonstrating that motorized watercraft compromises water <br />quality? <br />3. What were the findings of the Lake Owasso Use Attainability Analysis and the internal and <br />external phosphorus loads to Lake Owasso? Why not address the other (larger) loads first? <br />4. Why are Lake Emily and Lake Bennett (as well as lakes in a rural setting) of poor water quality <br />when they are not subject to water - skiing /motor boating activity? <br />5. Safety concerns of establishing a no -wake zone on additional portions of Lake Owasso and the <br />increase in boat traffic on a smaller portion of the lake. <br />6. Impact of a no -wake zone on property values. <br />7. Who has the ability to enforce a no -wake zone and what are the mechanisms of enforcing a no- <br />wake zone? <br />8. The establishment of a no -wake zone will have a significant impact on the public's ability to <br />recreate on the lake as they have done in the past. <br />The attached Response -to- Comments Table, includes all comments received on this particular <br />Implementation Activity. <br />The following table (Table 5) summarizes the number of individual comments made under each main <br />comment. It should be noted that one individual may have made multiple comments and that these <br />comments may fall under more than one main comment.
