Who has the ability to enforce a no -wake zone and what are the mechanisms of enforcing a <br />no -wake zone? <br />As the City of Roseville's ordinance states, "F. Enforcement: Primary enforcement of this <br />Chapter shall be the responsibility of the Ramsey County Sheriffs Department. This, however, <br />shall not preclude enforcement by other licensed peace officers. (Ord. 1207, 8 -10- 1998) ". <br />Again, this is another component of the evaluation that will be conducted if and when the <br />Implementation Activity is conducted. Since there is already a no -wake zone in effect and since <br />many environmental problems associated with boat activity could be resolved with better <br />enforcement of existing ordinances this will be one of the factors taken into consideration. In <br />addition, promoting awareness among boaters will also be one of the factors taken into <br />consideration (as a mechanism of enforcement) as the need to extend the no -wake zone is <br />considered. <br />8. The establishment of a no -wake zone will have a significant impact on the public's ability to <br />recreate on the lake as they have done in the past. <br />An extension of the existing no -wake zone will have an impact on some of the public's ability to <br />recreate on Lake Owasso. In a survey conducted by the GLWMO is March —April of 2007 (of <br />which there were 188 respondents) approximately 70% or greater of respondents use Lake <br />Owasso for swimming or viewing nature while less than 40% of respondents use the lake for <br />boating types of activities. 25% of all respondents used the lake 120 times or more in the last 12 <br />months (of when the survey was conducted) while another 25% used the lake at lease 20 times <br />but less than 60 times (the next frequency in the survey). This is one of the trade -offs that will be <br />taken into consideration if and when this Implementation Activity is conducted in the future. <br />F. Recommendation <br />Given the contribution of internal phosphorus load to the Lake Owasso system, the anecdotal evidence <br />that motorboat activity is contributing to the resuspension of sediments in the shallow portions of the lake, <br />and the research supporting the impact motor craft have on water quality in lake systems it is our <br />technical recommendation that this Implementation Activity remain in the GLWMO 2011 Watershed <br />Management Plan. However, it is recommended that the Implementation Item be re- worded as suggested <br />by one of the individuals who submitted comments on this issue.
