Condense the traffic and <br />that benefit goes away. <br />5 years ago we made a decision to move out of our house on the south side of Lake Owasso. We considered homes on Bald Eagle, White Bear and Owasso. We had good <br />reason to move onto White Bear (family, Mahtomedi School District), but we chose to live in Shoreview because of Lake Owasso. <br />The considerable negative impact as a result of this restriction is clear, but it's important to address the supposed need and method in which it is being implemented as well. <br />62 <br />53 <br />It would seem that the data presented by GLWMO does not support the need to take such drastic measures. The first sentence in Implementation Activity 1.9.a, "Given the recent trend of improved water quality in Lake Owasso,..." emphasizes <br />this point perfectly. <br />To this point GLWMO has not defined the following: <br />What are the requirements used to determine which areas should be restricted? <br />What are the specific zones to be impacted? <br />What is the difference in total area of restricted use? <br />How will the restriction be enforced to ensure the study has a proper control? <br />Restriction should not be a "goal ". It's a sad day when the goal of an action is to take access away. If such a plan is implemented, define the criteria for which the restrictions <br />may be lifted. Set a reasonable review period (10 years is not!) with the intended goal of each review to lift the restriction. If no such criteria exist, then this proposal has no <br />merit. Given the majority of watercraft activity on Lake <br />Owasso is a form of family recreation; a no- wake /no- boating zone would hamper /limit all family recreational activities, potentially even swimming. <br />Spending time boating on the lake is a fabulous MN summertime activity; to think that this would "taken away" for local residents around the lake is extremely unfortunate <br />and would dramatically impact many families summertime activities and memories. I do hope the GLWMO finds other means to reduce the phosphorous levels in the lake <br />that does not dramatically impact local residents to such a negative degree. <br />66 <br />56 <br />My name is Jane Schroeder.
