September 7, 2011 <br />A Resolution to Address Concerns over the `No -Wake' Proposal in the Grass Lake <br />3 d Generation Watershed Management Plan <br />Whereas the Grass Lake Watershed Management Organization is concerned with maintaining <br />recreational uses of the lakes within its jurisdiction, and <br />Whereas the extent and intensity of public comment against the proposed `no -wake' study on <br />Lake Owasso indicates that this action could hinder recreational uses of the lake, and <br />Whereas while the Barr Lake Owasso Use Attainability Analysis indicated that boat motors <br />should be considered for their effects on water quality, this analysis did not indicate regulating <br />motorized use as being a priority action for improving water quality in Lake Owasso, and <br />Whereas there is currently a no wake restriction within 150 feet of the lake shore on Lake <br />Owasso, covering a portion of the shallow part of the lake where sediments could be re- <br />suspended: <br />The Grass Lake Watershed Management Organization Board has determined that its interest in <br />protecting the water quality of lakes within its jurisdiction can be balanced with the protection of <br />recreational resources of the lakes by pursuing better enforcement of existing wake and boating <br />regulations and by engaging the public in educational discussions about the interactions of <br />recreational lake uses and water quality. <br />Therefore be it resolved that the Grass Lake Watershed Management Organization Board revise <br />their Draft Third Generation Watershed Management Plan to: <br />1. Remove Implementation activity 1.9.f - implementation activity proposing establishing a no- <br />wake zone for study purposes for Lake Owasso; and <br />2. Change Implementation activity 1.2.b to read "Work with member communities to develop <br />options for protecting shallow areas of sensitive lakes, and promote enforcement of and <br />education about existing wake and boating regulations on all watershed lakes" <br />
