EXTRACT OF MINUTES OF A MEETING <br />OF THE CITY COUNCIL OF THE <br />CITY OF <br />RAMSEY COUNTY, STATE <br />Pursuant to due call and notice thereof, a regular meeting of the City Council of the City <br />of Roseville, County of Ramsey, State of Minnesota, was duly held in the City Hall at <br />2660 Civic Center Drive, Roseville, Minnesota, on December 13,1999. <br />The following members were present: <br />and the following members were absent: <br />Member introduced the following resolution and moved its adoption: <br />1 1 <br />1 APPROVING THE SELECTION OF ECONOMIC DEVELO <br />SERVICES AS CONSULTANT <br />ENVIRONMENTAL US <br />AGENCY BROWNFIELD ASSESSMENT <br />J <br />WHEREAS, the City of Roseville, entered into a cooperative agreement with the <br />U.S. En vironmental Protection Agency for implementation of a work plan under the <br />Brownfield Assessment Demonstration Pilot in October 1999; and <br />WHEREAS, the U.S. Environmental Protection Agency Brownfield Assessment <br />Demonstration Pilot grants the City of Roseville 00,000 over a -year period to <br />complete environmental assessment, site characterization, cleanup planning, design <br />and community outreach activities prior to construction and further redevelopment of <br />the Twin Lakes Parkway and Twin Lakes Business Park; and <br />WHEREAS, a request for proposal was advertised in the Roseville Review and <br />Minnesota State Registrar and over 20 packets were mailed to development consulting <br />firms; and <br />WHEREAS, 5 proposals were received and evaluated to determine the most <br />qualified development consulting firm to facilitate community outreach, job linkages, <br />transit connections and financing options in conjunction with the redevelopment of <br />the Twin Lakes area; and <br />NOW THEREFORE BE IT RESOLVED, that the City Council, acting on <br />behalf of the City of Roseville, hereby approves selection of Economic Development <br />Services as Development Consulting Firm under the Roseville's U.S. Environmental <br />Protection Agency Brownfield Demonstration Pilot. <br />NOW BE IT FURTHER RESOLVED, that the City Manager and City Attorney <br />are hereby authorized to prepare and execute a contract with Economic Development <br />
