The purpose of this M emoran dum of Understanding is to restate and clarify previous permits and lease agreements as they relate to the land use and parkin on the site commonly known as the Lake Owasso School, 934 Woodhill Drive. 1.2 Histog. In 1983 the city approved a 15 -year special use p ermit for Roseville Schoo District to allow quasi public use of Owasso Lake School. The District leased space to the local cable provider MediaOne and the Community cable access system. Terms of this special use permit provided for on -site p ar king of 132 spaces. In 1 986 the special use permit was amended to allow up to 32 employee vehicles to be parked in the northeast parking lot. Also, the trash dumpster areas (southwest side of the building) were to be appropriately screened. The condominium buildings (west side) were to be screened by 12 spruce trees. In 1996 the District approved a ten year lease between the School, the city and MediaOne., to provide for a 70 parking lot southeast side of the building) with specific times allotted f or Mediaone an city uses. In 1998 the 15 year special use p ermit expired without further review. 2.0 MediaOne Proposal MediaOne has proposed the following in the demo of Understanding relating to parking. a. All boom trucks wi be shred overnight and weekends at an alternative site (in S horeview). b. Service vans would be parked exclusively, overnight, weekends as well as during daytime service hours, in the southwest parking area (area to be screened along the south 1 of the the west property line with an eight foot tall board on hoard fence, and, a chain link security fence installed along the south and east entry gate rear of this lot. C. Pick -up trucks, used by M wi be parked in the northeast par king lot (3 space) during day, evening and weekends. d. Employees will park in the southeast lot (7o spaces) weekdays. e. Customer parking for l iediaone would be on east of the horseshoe driveway (Woodhill). E C ustomer parking for Cable Tv will be retained along west of horseshoe driveway (Woodhill).
