2 ,o Profile of the Greater Minneapolis Housing Resource Center. (GMMHC) <br />2.1 GMMHC is a business sponsored nonprofit organization whose mission is to <br />improve the quality of life in the Minneapolis area by making housing available <br />for low and moderate income families and individuals, by providing financial <br />and technical assistance to neighborhoods and other nonprofit housing <br />corporations, by providing financial and technical assistance to small housing <br />developers, by constructing and selling single family detached housing for home <br />ownership, by owning multi family low income rental housing, by generating <br />neighborhood resource centers, and by proposing and carrying out <br />demonstration projects. <br />2.2 The objectives of the Resource Centers are to assist home owners with flexible <br />financing tools to complete home improvement projects, assist owners through <br />the complex construction process when renovating their homes, assist <br />individuals and families to become new homeowners and reduce the number of <br />substandard housing units. <br />2.3 GMMHC primarily served neighborhoods in Minneapolis but over the past two <br />years have been expanding their services to the first ring suburbs where there <br />was a growing concern over affects of neglect of an aging housing stock. <br />CMMHCts philosophy is to tale a comprehensive approach to the preservation <br />of housing as a strong action to reduce the affects of home deterioration. <br />GMMHC' Housing resource Centers provide information and expertise to <br />encourage a substantial increase in maintenance and improvement of the <br />post -war housing stock. In 1998, GMMHC contracted with the Cities of <br />Crystal, New Hope, Robbinsdale and Brooklyn Center and established a <br />new Resource Center in Northwest Minneapolis area. GMMHC also has <br />Resource Centers in Northeast Minneapolis and Southeast Minneapolis. <br />2.4 Any services provide by GMMHC to Roseville residents would be served out <br />of the Northeast Resource Center (909 Main Street, 2 blocks South of <br />Broadwa y and 2 blocks East of University) which is only a few miles from <br />Roseville's southwest border. GMMHC staff would come to Roseville for <br />project management oses and can be available once a month to meet <br />with p ur p <br />Roseville residents on a trial basis* <br />2.5 In discussions with GMMHC, staff is proposing a start up phase of three <br />months from January March with implementation and opening the Resource <br />Center services to Roseville residents in April. The start up phase would <br />include developing a gap loan program for renovation projects, developing <br />information for first time homebuyer service targeted to multifamily units, set <br />up and marketing for the Housing Resource Center services and assist staff in <br />securing additional funding sources to implement the full program throughout <br />2000.
